博弈 is to play chess game and I understand what it refers to here but I just can't find a term that fits well. Thanks.

With different departments/divisions competing and debating against/with each other in a fair and open environment for the gaming rules, the general public/masses will benefit most as a form of tertius gaudens.

Last Hermit, my understanding is that this process involves 'action', 'reaction', 'wit' and 'strategy', just like playing chess. I can't think of a word that can convey the entire meaning.

说明: When it comes to "博弈",there's only one term "Game" from ecnomic theories as one of the result of the popularization of economics.Also ,Game can be called 对策 but not very common.
And as you mentioned above,Game is the very term to express your mean,such as 'action', 'reaction', 'wit' and 'strategy'.It does just like playing chess,but there's no 下棋's businese.
So ,here's my try:
Departments play the two dogs fight a bone through public debates and open games,and the public will run aways with it.
I translated this with a little inspiration from the saying:
two dogs fight for a bone, and a third runs aways with it.for the most people can understand it.
