"Cash neutral" here means that property will not require any cash to be spent on it while it is in the rental pool. "Bezubytochnie" here will be no good. Chto-to vrode "nejtral'noe finansirovanie" ili "ne trebuyushee tekushix rasxodov". Sorry for the latin script, computer playing up. :(
