I’m not really sure what “collecte” is referring to – can anyone help, please? Is it a specialist term or is it something really obvious that I just can’t see?!
Entre 1987 et 2005, le cheptel de chèvres a progressé de +7 % dans l’UE-15. Cette croissance est surtout le fait de la France (+20 %) et des Pays-Bas (+400 %), où les industriels laitiers ont encouragé la mise en place et le développement de grands élevages spécialisés. Près de 40% du cheptel européen caprin laitier et l’essentiel de la collecte européenne sont assurés par ces deux pays plus l’Espagne.
Between 1987 and 2005, the goat herd grew by 7% in the EU-15. This growth is predominantly due to the situation in France (+20%) and the Netherlands (+400%), where dairy producers have encouraged the establishment and development of major specialist breeders. These two countries, together with Spain, are responsible for nearly 40% of the European dairy goat herd and the majority of the European collection (?).

of goats milk, I would say.
Collecte = harvest (ish) but you can't harvest milk, as such, so instead of referring to the action, refer to the result, i.e. the output.

It seems that they are simply talking about the milk collection from farm to farm etc...
