"Zunächst war es notwendig, eine Truppenstärke zu kalkulierren, die für die Verteidigung und Arrondierung des Reiches zugleich hinreichend groß und aus den zur Verfügung stehenden knappen Ressourcen bezahlbar war."
The meaning being referred to here is presumably :
Arrondierung, Zusammenlegung von Grundbesitz. Arrondierung kann auf privater Basis oder im Rahmen einer amtlich durchgeführten Flurbereinigung erfolgen

However, still doesn't make a lot of sense, as well as being difficult to put into English: "defence and combining of lands of the Empire.."
Anyone got a suggestion as to what the author means - Erklärungen auch auf deutsch willkommen
