In your context I am assuming that Brasch was the contractor.
Here is another site that lists Baukondukteur as an occupation. There appears to be some overlap in terms for an occupation that involves overseeing.

This suggests to me a role with a broader scope than what Ann proposed. Exactly how this role is described in English is the problem that you and, now, I are having.
In the context of this Prussian town there is nothing except various references to the Prussian Building Commission and people who oversaw its work. Brasch is hard to find in German or English.
