Sonja Wesseler: 15:30 Apr 12, 2006: It's a paper (sorry, I don't know whether it will be a newspaper or a journal) that will be issued every 3 montsh and only to people who have subsribed for it (you can't buy it in a shop or something).

In your context I am assuming that Brasch was the contractor.
Here is another site that lists Baukondukteur as an occupation. There appears to be some overlap in terms for an occupation that involves overseeing.

Bernhard Matthias Brasch (1741 - 1821). Zu den Baukondukteuren, die
zeitweilig mit der Wiederherstellung der Stadt betraut waren, gehörte auch der
Bauinspektor Friedrich Gilly (1772 - 1800), der Sohn von David Gilly (1748 -
1808). Friedrich Gilly war später einige Zeit der Lehrer von Schinkel (um
1793/96). Nach dem Tode von Friedrich Gilly im Jahr 1800, übernahm er von
diesem einige bereits begonnene Bauaufträge.
This suggests to me a role with a broader scope than what Ann proposed. Exactly how this role is described in English is the problem that you and, now, I are having.
In the context of this Prussian town there is nothing except various references to the Prussian Building Commission and people who oversaw its work. Brasch is hard to find in German or English.

My suggestion is based on an obscure Ohio-based that executes constructions projects. They offer these types of positions, which seem like they would work in your context.
