I have chosen this one because having googled it, I see that it seems to be the expression commonly used in English speaking Africa, so it fits the bill nicely. Great stuff (what awful translations was I producing before Kudoz and Google? I ask myself).

说明：
This is one of those German ranks they are so fond of that are effectively untranslateable. The "Hauptamt" will usually be a group of organisational units within local government and this bloke is their boss. Its not necessarily, but could be, an equivalent the the BrE "Central office " (as in Conservative Central Office)
