The text is talking about an electronic personnel archive system to avoid things like "Aktentourismus"

Maybe? This was certainly a term in use in military administration, back in the days of typewriters, carbon paper and Gestetner duplicators. An extra copy of every letter written and sent was produced and put on a thing called the "float file". After a goodly collection had been gathered together (weekly at unit level, daily in big HQs) this file was given a distribution stamp and sent around all departments. Thus everyone knew - if only in general terms and from despatched mail - something about everything that was going on, even if it didn`t directly affect them or their department.
