Can't be too sure because I cannot find any dictionary references but the discussion in this link seems to suggest that the local authority has an interest or title to the land. "Consorti" would be the joint owners. However I don't know whether it means easements, rights of access, use or other. If you have a description of the property it might make more sense. (i.e. a house with road in front of it or something).
