Ky dokument përbën një udhëzues model për ekspertët kontabël të përzgjedhur sipas nenit 23/2 të Ligjit për Partitë Politike, për të kryer auditime të raporteve vjetore financiare të partive politike, dhe auditorët ekspertë të përzgjedhur sipas nenit 92 të Kodit Zgjedhor për të kryer auditimin e fondeve të siguruara dhe të shpenzuara nga subjektet zgjedhore në fushatat zgjedhore të tyre. Udhëzimet mbështeten në supozimin se vetë partitë prodhojnë si raporte vjetore financiare, ashtu dhe raporte për financat e fushatave zgjedhore të tyre, sipas formateve të ndara të dhëna nga KQZ; megjithëse raportet për financat e fushatave zgjedhore nuk janë një detyrim i përcaktuar shprehimisht në Kodin Zgjedhor, formati i këtyre raporteve duhet të konsiderohet si një standard i pranuar zyrtarisht kundrejt të cilit do të gjykohet raportimi i partisë politike/subjektit zgjedhor.
Translation - English This document shall be used as a guideline for the accounting experts, selected pursuant to article 23/2 of the Law on Political Parties to conduct audits of annual financial statements of political parties and for the specialized auditors, selected pursuant to article 92 of the Electoral Code to audit the funds benefited and spent by electoral subjects during their election campaigns. The instructions are based on the assumption that parties themselves generate both annual financial reports and reports on election campaign financing, according to separate templates provided by the CEC; even though the reports on election campaign finances are not an explicit obligation stated in the Electoral Code, the format of such reports should be considered as an officially recognized benchmark, against which we assess the reporting of the political party / electoral subject.
