The questions will be due by noon on the Monday before class.

是周一中午上课前?周一上课前的中午?还是其他?
感觉中文叙述的有点啰嗦。不知道各位有何建议?

严格地说,这个句子是有歧义的。单纯从语法的角度来说,FourSeasons以上所说是有道理的。我理解的时候,是把它做为口语来理解的,而且是考虑到可能的上下文。我也曾看到英国网站上有人发贴说“周一”时,用了“on the monday”,虽然感觉有点别扭。过去我也曾遇到教授布置作业时,有上述类似说法,那个周一,或周二,大家都知道是哪一天,所以说的时候也加了个“the”在前面。当然,此处根据上下文也许会有另外的含义。

THE Monday before class. NOT Monday before class. That makes a lot of difference. "THE Monday before class" means that the class is NOT on Monday, otherwise it will be "by noon on Monday before class".

此处的“noon”也不见得就是可丁可卯的中午12点,其实就是中午那一块儿,美国大学确实有的课会安排在中午开始。

I used 正午, because this is probably referring to a deadline (for submitting essays)? If it's about deadlines, it's better to be more specific.
