《危险货物集装箱港口作业安全规程》第 5.3.1 条:危险货物集装箱应在专门区域内存放。其中1.1、1.2 项爆炸品和硝酸铵类物质的危险货物集装箱,应实行直装直取,不准在港内存放。

I have a general idea of what 直装直取 should mean but I think it will require some explication. Furthermore I would like it to sound natural, so "directly loading, directly collecting" is not an ideal option.

Does anyone know if this action is going from ship to ship or from ship to another form of transportation? It's kind of a direct transfer but I don't know what the sending and receiving parties should be called.
