I have never heard about this term. Acoording to the website mentioned below, it refers to "a collection of legal documents relating to a contract for property".
So I suppose it could be translated as "contract documents of lease for temporary non-secure accommodation for homeless persons".

In fact, I am agree with khun Prachya for the term "non-secure". Sorry, I was only concentrated on the term "Missive of lease".
I think in this case it refers to accommodation for homeless people who have limited legal rights in terms of tenancy agreements. So their right to stay in the accommodation is limited and the landlord could take back the accommodation more easily than for full tenants.
So the translation of "Missive of lease for temporary non-secure accommodation for homeless persons" should be "เอกสารสัญญาเช่าที่พักชั่วคราวที่ไม่มีหลักประกันสำหรับผู้ไร้ที่อยู่อาศัย".

Also, there is a term, "Temporary Secure Accommodation". In this case, you can see obviously that "Temporary Secure" doesn't exactly mean "Lifetime" because it contains the word "Temporary." "Temporary Secure" can be roughly translated as "short term with security."
