This actually describes a networking packet conversion process, by which some data added on the sending end, ....which then subsequently is removed at the other, receiving, end (in the corresponding layer).
You could translate it as "peeling off", but I think removed is better. And while it is the "header" that's removed, the text does not mention it. Should be translated in my opeinion as data.

: yes, peel off (with two e's): as in peeling of the skins of an onion; the layer that was added last, gets removed first. that's why peeling off is a tad more accurate/exact than removing imo.

removing the header
