My feeling is that this is a translation from a German source text. In principle it could make sense if the 2 examples given refer to both downstream and upstream communication, respectively, but on the other hand anything downstream from a PLC wouldn't be called a 'bedieningscomputer'. So therefore my guess is that the original text said something like Leitrechner, which translates to, e.g. master computer (which is not a data server).

I have communicated with an independent computer consultant of my acquaintance about this and he informs me that bedieningscomputer is usually translated as "controller" but sometimes as "server". However, in view of the fact that you have a PLC (programmable logic controller) here, which is already a controller, to translate is as a controller would be confusing. It is therefore quite possible that the term refers either to an alternative (as I suggested) synonym for server - which is one of the uses of the word - or, in his opinion more likely, to some kind of master controller which is linked to more than one PLC, i.e. as per suggestions from Harry and Jack.

: I also feel that the 'of' here is not used to denote a synonym, but a different machine, as Harry suggests.
