This term is used in the context of a working group on equal opportunities and diversity. The person responsible for the group is the "emancipatieambtenaar" (I work in a govt. institution). And I'm really struggling over how to translate this wonderfully-written sentence in Flemish:
"Het is de taak van de emancipatieambtenaar om de ILVO specificiteit ter zake te hertalen binnen de werkgroep diversiteit van het beleidsdomein L&V en binnen de CE (Commissie Emancipatiezaken)."

At least to US readers, the associations of 'emancipation' are with slavery and women's emancipation, as Miriam pointed out. With all due respect, the disadvantages suffered by ethnic groups, persons from impoverished backgrounds, etc. in modern European society are not comparable to the structural oppression of slavery.

: on the face of it the obvious translation (i.e. no objections on my part), but given the historical associations of the term, 'equal opportunity' might be a better choice
