What does 'action' mean in these contexts? action taken by the court, i.e. court proceedings ? prosecution proceedings? or just any action, not necessarily the legal track?

I would tend to think that "action taken by the court" in your above example more closely means a "judicial proceeding" although they are certainly "measures" or "steps" that airmailrpl mentions.
