I am translating a legal text from Spanish and I am pretty sure the standard US legal terminology used for picture ID documents is "a personal identification document bearing the likeness of...".
I do not think "bearing the photograph" quite does it.
Correct me if I am wrong, please.

is a true likeness of...
This is the term used on the back of photographs when applying for a British Passport. I certify that this is a true likeness of Mr... I have never heard either "bearing the photograph" or "bearing the likeness" in this context.

: On the other hand, "a true likeness of" is extremely common. So I guess it depends on the original text.

I'm always asked to produce picture ID, meaning ID with a photograph of ME!
Discussion
As far as the uses of "likeness", as you can see in the examples below, it can be used to indicate a representation of the person, although not nevessarily a photograph.
