Actually this isn't really my answer. I really wanted to agree and disagree with the others!
Given the context, 'leur phase de modernisation' - it is a way of saying that they abandoned outdated methods and took to using industrial/scientific/technological methods of production.
That's why I disagree with Bourth's idea of 'raisonnée' which has only become mainstream recently and is associated with the idea of 'sustainabilty' -using the land / resources in an intelligent way rather than exploiting them to their maximum potential and regardless of the consequences.

Hello,
efficace = compelling/hard-hitting (producing lots of effect)
I don't know why "effective" sounds funny to me in English, here. I wouldn't use it at all
raison = rationale/reason

Rational = It didn't seem that any other adjective would have to be used to better describe the farmers...

Sorry, I meant that "raison" does not mean "reason" here, but rather "reasoning/rationale."
I reckon that the farmers sided with the group was composed of scientists. They obviously strayed away from other groups trying to persuade them in other directions. And so they ended up siding with the group using "compelling rationale". That's why the word "rational" bests described them. Voilà!
