The town was first mentioned with the same name in 1230. Szatmár is name of the region/county, and there were probably some German-speaking settlers back then. The Romanian name of the town is a corrupted version of the region's name, and 'Satu Mare' literally means 'large village'.
So 'németi' is an integral part of the town's name, it does not refer to a German speaking part.

Szatmár was a Hungarian town in the Kingdom of Hungary and Germans were settled on the outskirts of Szatmár from 1000 on and they created a new town which was united with Szatmár. As both towns were part of the Kingdom of Hungary they were united in 1715 given the Hungarian name Szatmárnémeti. See the references below. In the translation it is sufficient to use the translation suggested.
