: Agree. If I'm not mistaken this is a guarantee fund that is typical of Italy. In other countries there are unemployment benefits though its not quite the same.

Temporary redundancy fund
These funds are funded by industry with a contribution from the government. Companies pay into the fund on a regular basis (percentage of salary/wage). The funds are used for "temporary" redundancies (as currently, where auto assembly plants are being closed for periods of weeks...the fund pays a % of salary/wage to workers who are "sent home" during that period)

or short-time pay. IATE have a number of possible translations including 'earnings supplement fund' - which would work if your context refers to top-up payments for those working reduced hours.
It depends whether the people concerned have been laid off completely or are working reduced hours.
