In Italy, the necessary link between consumer policy and other policies is currently assured through a series of general legal instruments which provide for coordination between the various authorities and bodies involved in the different sectors. In this connection, mention should be made of the Conference of the State and Regions (Conferenza Stato-Regioni), whose job is to ensure coordination and liaison between the activities of the central government and the regional bodies, and the ***Conferences of Services (conferenze di servizi)*** provided for in Article 14 of Act No 241 of 7 August 1990, for cases in which there is a need to examine in parallel the various interests that will be affected by an administrative procedure.

"Conferenza di Servizi" is an organisation created specifically by decree no 115/95 to coordinate the activities of the various Ministries. It has to convene at least twice a year in the premises of the Ministry for Productive Activities, which constitutes the responsible authority. Problems which might emerge with the coordination of tests are settled through this official body. Organisations for consumer protection can communicate their comments to the administration though the Conferenza.

ANALYSIS OF THE LEGISLATION
REGARDING RENEWABLE
ENERGY SOURCES IN THE E.U. MEMBER STATES
REPORT CONCERNING THE PLANNING SECTOR IN ITALY

Recently, the Ministry of Environment in agreement with other Ministries and Regions concerned are taking some initiatives such as elaborating guidelines or recommendations in order to simplify the process of approval and obtaining all required authorisation for installing R.E.S. projects. This is the case for wind energy, guidelines to install wind farms are ready for approval. They contains step by step all indications to follow, the contents of aspects to take in consideration to prepare the documentation for the S.I.A., the responsibility of local authorities involved and time for each step of the process. The guidelines include also the involvement of ***“Conferenza di Servizi” ***when some difficulties could stop the authorization process. ***The Conferenza di Servizi ***is a kind of Committee involving all actors concerned in the required process for approval of a specific wind farm.
