I think this would be clearest to native English readers. Could shove in the word "civic", because that is what they are supposed to be, representing local civic interests.

I pondered that. Independent separates them clearly. Otherwise you have list, which is very vague/meaningless in other countries. You vote for parties (party political or independent) and for candidates, but not for lists.

I found quite a number of articles using this... in fact, at the end a lista civica just means that it is formed to suit the requirements of a certain place, be it a region or a town or a small village... where I live we are being ruled by liste civiche since the last war, I think...
