Indipendent Candidates' list

The "civic" means that they don't belong to an established party therefore are "indipendent"

local independent parties

I think this would be clearest to native English readers. Could shove in the word "civic", because that is what they are supposed to be, representing local civic interests.
Peer comment(s):

neutral Manuela Dal Castello : I would avoid the word "party"... this is exactly what "liste civiche" don't wont to be!

I pondered that. Independent separates them clearly. Otherwise you have list, which is very vague/meaningless in other countries. You vote for parties (party political or independent) and for candidates, but not for lists.

local list

I found quite a number of articles using this... in fact, at the end a lista civica just means that it is formed to suit the requirements of a certain place, be it a region or a town or a small village... where I live we are being ruled by liste civiche since the last war, I think...
Peer comment(s):

neutral Kevin Pendergast : careful: your second link refers to voters registered, not candidates
