Hjemmelslov is not a real Norwegian word. At least I could not find it in any of my 10 dictionaries or on official Norwegian web dictionaries.

Insolvency Act
probably the same in Norwegian as in Danish, i.e., Danish translates to Insolvency Act, ref. juridisk ordbog

: The term has to do with authorized or applicable/authorized laws/legislation, and is not the name of any particular act or law.

governing law
This is just an educated guess based on the mid-level Danish I know. Norwegian and Danish are similar only up to a certain point:
On violation of these regulations or decisions made pursuant to it, (pertinent) provisions for punishment and other responses (foreseen) in the governing law apply.
On violation of these regulations or decisions made pursuant to it, (pertinent) provisions for punishment and other responses (foreseen) in the governing law apply.
