In a legal text, the correct translation for this is often "find" - "Retten legger til grunn..." = "The court finds ...". However, I have a long list of ways of translating "legge til grunn". It is really hopeless to suggest how terms should be translated when one doesn't know the context. This is always true but, where legal texts are concerned, the consequences of wrong translation could be serious (not least for the translator.
