I suppose this is: not subject to official certification.
BUT, what kind of certification? Is it certification of a product (in this case, disk storage) or standards compliance? Is it some kind of tax?

if an IT device, like modem, handheld radio, PABX, etc., is going to be sold, installed or used in former USSR countries (and some other states), it got to be certified in the local Ministry of Communications or it's analog.

I guess you may omit "обязательная", it's implied in the phrase that usually they require some kind of certification, but not in this case.

No tax is envolved. Some products simply will not be allowed on the market if they are not properly certified.
