Text from Peru, going into British English. I think there's something missing from this sentence. I think it may mean that distribution is the main obstacle to achieving equity, but other views would be welcome as I'm not sure.

there should be a shift towards fairer distribution
The Spanish leaves a lot to be desired, frankly, but this is what I can make of it. Like most developed/developing countries (including Spain of course), the vast majority of food is distributed by huge supermarkets/distributors throughout the country and internationally, etc. So I think the suggestion here is that if there was a shift towards (caminar hacia) more locally produced goods being distributed locally (rather than most of it being shipped to large urban centres), it would reduce GHG emissions, boost local economies, etc. The literal “the problem is moving towards fairer distribution” isn’t really clear in English, so I was trying to make it a bit clearer with my suggestion.

inequitable distribution
It's a problem of inequitable distribution.
The problem is inequitable distribution.
I agree that something seems to be missing. You could add something like "which needs to be fixed" but if it's a problem, that would be understood, I think.
