This phrase repeatedly occurs in litigation documents and is really lawyer speak for this party. It does not really refer the personal opinion of a legal representative but the opinion formed on behalf of this party.
In English legal language we would say 'this party believes' or 'in the view of this party' even though it is clearly the lawyer speaking because his client is probably not versed in the law sufficiently to form a view.
It's really just a question of legal style.
