תקציר
פרק זה עוסק בבחינת הסיכון לעוני בקרב האוכלוסייה המבוגרת בישראל. בחלקו הראשון של הפרק נבחנות המגמות בשיעורי העוני בקרב המבוגרים בהשוואה לאוכלוסייה הצעירה יותר. הממצאים מצביעים על מגמת ירידה בשיעורי העוני בקרב המבוגרים לאורך זמן, לעומת עלייה בשיעור העוני בכלל האוכלוסייה. שיעורי העוני הנמוכים בקרב מבוגרים, בהשוואה לאוכלוסייה הצעירה יותר, מושגים בעיקר באמצעות קצבאות הזקנה המהוות רשת ביטחון לרבים ובזכות ההכנסה מפנסיה. למעשה, שיעור העוני בקרב הזכאים לפנסיה הוא נמוך ביותר. בפילוח לפי שלוש קבוצות חברתיות בקרב המבוגרים (ותיקים, יוצאי ברית המועצות לשעבר וערבים) נראה בבירור כי בקרב עולי ברית המועצות לשעבר ובקרב ערבים – שתי קבוצות בעלות זכאות נמוכה לפנסיה – שיעורי העוני גבוהים מאשר בקרב הוותיקים. אחת הדרכים להתמודד עם עוני ומחסור בקרב האוכלוסייה המבוגרת היא מגורים משותפים עם בני משפחה צעירים, בגיל העבודה. צורת מגורים זו אופיינית במיוחד בקרב ערבים ויוצאי ברית המועצות לשעבר, ומאפשרת להם לחיות במשק בית בעל רמת חיים גבוהה יותר משלהם, וכך להימנע ממעגל העוני.
מבוא
שיעור העוני בישראל הוא מהגבוהים במערב, בעיה שדנו בה בעבר חוקרים (בן דוד ובלייך, 2013) ומעצבי מדיניות (OECD, 2011). המחקרים בתחום מצביעים על ההשתתפות בכוח העבודה כאחד הגורמים המרכזיים הקשורים בעוני, ואכן פרטים שאינם עובדים מצויים בסיכון לעוני ולתלות במערכת הרווחה. המבוגרים הם קבוצת האוכלוסייה שברובה הגדול פרשה מעבודה עקב גילה, ולפיכך נמצאת בסיכון גבוה יחסית לחוות קשיים כלכליים ועוני. אוכלוסייה זו מצליחה בחלקה לחיות ברווחה גם לאחר הפרישה משוק העבודה, ברוב המקרים בזכות תשלומי פנסיה הנובעים מהפרשות לחיסכון במהלך שנות העבודה. ואולם רבים מהמבוגרים הנמנים בקבוצות חלשות, שעבדו במשך חייהם בתנאי עבודה שאינם מזכים בפנסיה תעסוקתית, או מהגרים שהגיעו לישראל בגיל מבוגר ולא צברו זכויות פנסיוניות, נותרים למעשה נטולי מקורות הכנסה ותלויים לחלוטין במוסדות המדינה ובמערכת הרווחה שלה.
אוכלוסיית המערב מצויה במגמה מתמדת של הזדקנות, לנוכח שני תהליכים מרכזיים: הירידה בפריון מחד גיסא, והתארכות החיים מאידך גיסא (Wray, 2006). הזדקנות האוכלוסייה כרוכה בבעיית העוני ואי השוויון, שכן מרבית המבוגרים אינם משתתפים עוד בשוק העבודה, והם מתקיימים במידה רבה מחסכונותיהם – אם חיסכון הוני ואם חיסכון לפנסיה תעסוקתית – או מתשלומים שהם זכאים להם ממערכת הרווחה. לפיכך, נוצר עול כלכלי כבד על מערכות הכלכלה בעולם המערבי, שבא לידי ביטוי בשינוי המערכות הפנסיוניות ובהעלאת גיל הפרישה. בעיית העוני ואי השוויון בקרב מבוגרים עומדת בלב הדיון הציבורי במדינות רבות, שכן בניגוד לקבוצות אוכלוסייה אחרות שעניין זכאותן או אי זכאותן לסיוע מהמדינה מעורר ויכוח ציבורי, יש הסכמה כללית כי האוכלוסייה המבוגרת זכאית לסיוע כזה, ואינה מסוגלת, ואף אין מצופה ממנה, למצוא את מקורות הכנסתה באמצעות עבודה. עם זאת, כפי שמראים מחקרים רבים, שיעור המבוגרים מגיל 65 הנותרים בשוק העבודה לתקופות ממושכות יותר, אם מסיבות כלכליות ואם מסיבות אחרות, עולה בהתמדה (קמחי ושרברמן, 2013).
מדינות רבות חותרות לצמצום שיעורי העוני בקרב מבוגרים, באמצעות קצבאות, פנסיות מדינתיות ותמיכות, בהתאם להסדרי הפנסיות הנהוגים בכל מדינה ועל פי אופי מערכת הרווחה. גם בישראל מופנית תשומת לב רבה למצבה הכלכלי של אוכלוסיית המבוגרים. ישראל היא אמנם מדינה בעלת אוכלוסייה צעירה יחסית, בעיקר לאור שיעורי פריון גבוהים המשמרים מבנה גילאים זה, אך עם זאת, שיעורם של בני 65 ומעלה מכלל האוכלוסייה הוא במגמת עלייה מתמדת: מ-6.7 אחוזים ב-1970 ל-10.4 אחוז כיום; שיעורם של בני 75 ויותר מכלל האוכלוסייה עלה מ-1.9 ל-4.8 אחוזים ב-40 השנים האחרונות (ישראל, 2013). עלייה זו באוכלוסיית המבוגרים וצרכיה המיוחדים, בעיקר עם הפרישה משוק העבודה, מגבירים את הצורך בדיון במצבה הכלכלי ובאמצעים המדינתיים והפרטיים העומדים לרשותה.
שיעורי העוני בישראל קשורים להיקף העבודה של ראשי משק הבית ולמבחר מאפיינים דמוגרפיים, ובהם גודל המשפחה והרכב המפרנסים בה (שטייר, 2011). האוכלוסייה המבוגרת נמצאת בסיכון גבוה לעוני, שכן מקורות הכנסתה מוגבלים מכיוון שלא כל המבוגרים נהנים מחסכונות או מפנסיה תעסוקתית, ורבים מהם תלויים במדינה ובקצבאות שהיא מעניקה להם. מחקרים השוואתיים מלמדים כי במדינות המעניקות פנסיה ממלכתית נדיבה ותמיכות לכלל האוכלוסייה המבוגרת רמת העוני בקרב מבוגרים נמוכה (Kangas and Palme, 2000). אמנם הגורמים המאפשרים רמה גבוהה יותר של רווחה במשקי הבית המבוגרים מצומצמים ביחס לכלל האוכלוסייה, בדרך כלל מאחר שמרבית המבוגרים חיים במשקי בית של זוגות או יחידים, אך עם זאת במשפחות קטנות אלו רמת הצרכים אף היא נמוכה סטטיסטית, ומחקרים אחדים מראים כי המבוגרים אינם בהכרח הקבוצה הסובלת ממצוקות כלכליות בהשוואה לצעירים (שטייר ולוין, 2013).
בפרק זה מוצגת תמונת העוני במשקי הבית של האוכלוסייה המבוגרת בישראל, מתוך התייחסות למקורות הכנסתה ולמידת השונוּת הגבוהה בתוכה. כדי לאפשר בחינה של מצבה הכלכלי, מוגדרת האוכלוסייה המבוגרת בישראל על פי גיל הפרישה העדכני, שממנו והלאה אוכלוסייה זו ברובה הגדול אינה משתתפת עוד בשוק העבודה. גיל הפרישה בישראל, המקנה גם זכאות לקצבת זקנה, עלה במרוצת השנים. עד שנת 2003 היה גיל זה 65 שנה, ולנשים הוקנתה הזכות לפרוש וליהנות מקצבת זקנה כבר בגיל 60. מאז הועלה גיל הפרישה ל-67 בגברים ו-62 בנשים.
1. מאפייני משקי הבית שחיים בהם מבוגרים
מאחר שעוני נמדד ברמת משק הבית, יש לאפיין תחילה את משקי הבית שמתגוררים בהם המבוגרים. מרבית המבוגרים חיים במשקי בית שהעומדים בראשם הם בגיל הפרישה (להלן "מבוגרים"). נתונים לגבי משקי בית של מבוגרים בישראל, דוגמת נתוני העוני של המוסד לביטוח לאומי, מוצגים בדרך כלל ביחס למשקי בית שהעומד בראשם הוא בגיל מבוגר. ואולם יש גם משקי בית "מעורבים", או "מורחבים", שמתגוררים בהם מבוגרים שפרשו משוק העבודה, לצד צעירים שעדיין פעילים כלכלית. בחלק ממשקי בית אלו מתגוררות משפחות של מבוגרים לצד משפחות של צעירים. לדוגמה, צעירים בגיל הביניים עם ילדיהם, לצד הוריהם המבוגרים. הסדרי מגורים אלו משפיעים על תמונת העוני, ועל הבדלים בין קבוצות חברתיות שונות בהתאם הרכב משקי הבית שהאוכלוסייה המבוגרת מתגוררת בהם.
בתרשים 1 מוצגים שיעורי העוני בישראל לאורך השנים 2011–1997, מתוך הבחנה בין שלושה סוגים של משקי בית: (1) משק בית שהעומד בראשו או בן/בת הזוג הם בגיל פרישה (להלן: משק בית בראשות מבוגר); (2) משק בית שמתגוררים בו פרטים שכבר הגיעו לגיל הפרישה – אם כראשי משק בית ואם כחלק ממשפחה מורחבת – כך שמשקי בית אלו כוללים גם את הקבוצה הראשונה; (3) משקי בית "צעירים", שאין בהם כלל פרטים בגיל פרישה.
ב-26 אחוז מכלל משקי הבית בישראל מתגוררים פרטים מבוגרים, שהגיעו לגיל פרישה. כ-18 אחוז ממשקי הבית הם בראשות מבוגרים. שיעור האוכלוסייה המבוגרת בישראל הוא 10 אחוז מכלל האוכלוסייה, ומרביתם (71 אחוז) מתגוררים במשק בית בראשותם.
כמה מסקנות מעניינות עולות מהשוואת שלושת הסוגים של משקי הבית. מההשוואה בין משקי בית שמתגוררים בהם מבוגרים ובין משקי הבית הצעירים עולה כי בשנים הראשונות שנבחנו, שיעורי העוני במשקי הבית שמתגוררים בהם מבוגרים היו גבוהים באורח ניכר מהשיעורים בקרב משקי הבית הצעירים: כ-22 אחוז לעומת כ-15.5 אחוז בהתאמה, לפי נתוני 1997. מאז, נרשמת עלייה מתמדת בשיעורי העוני בקרב משקי הבית הצעירים, לעומת ירידה בשיעורים אלו בקרב משקי הבית שמתגוררת בהם אוכלוסייה מבוגרת. עם זאת, גברה התנודתיות בשיעורי העוני לאורך התקופה, הן בכלל האוכלוסייה והן בקרב המבוגרים, ובעיקר מאז שנת 2003, לנוכח תנודות כלכליות ושינויים במדיניות הרווחה וברמת אי השוויון הכללי במדינה. כך לדוגמה, בקרב המבוגרים חלו תמורות במערך הקצבאות המצביעות אמנם על מגמת עלייה בטווח הארוך, אך בין 2002 ל-2004 קוצצו הקצבאות, ואילו בתקופות מאוחרות יותר הן הורחבו (אזרי ושטייר, 2014; המוסד לביטוח לאומי, 2012). אחת התוצאות משינויים אלו היא התהפכות המגמות בשיעורי העוני; שיעור משקי הבית העניים נמצא במגמת עלייה בקרב האוכלוסייה הצעירה יותר – מכ-18 אחוז ב-1997 לכ-21 אחוז בשנת 2011. גדל במיוחד שיעור העוני בקרב הצעירים מסוף שנות התשעים ועד אמצע העשור הקודם, ולאחר מכן התייצב. התמונה בקרב האוכלוסייה המבוגרת שונה: בתחילת התקופה, היו שיעורי העוני באוכלוסייה זו גבוהים מאשר בצעירים יותר (כ-22 אחוז לעומת כ-18 בהתאמה בשנת 1997), אך משנת 2001 התהפכה המגמה, עד כדי כ-16 אחוז לעומת 19 אחוז בהתאמה ב-2002, ומאז ניכרת עלייה בשיעורי העוני בשתי הקבוצות, אם כי בקצב מהיר יותר בקרב צעירים. כיום, 17 אחוז מקרב משקי הבית שמתגוררים בהם מבוגרים מצויים מתחת לקו העוני, לעומת 21 אחוז מקרב משקי הבית שאין בהם מבוגרים.
מההשוואה בין משקי בית בראשות מבוגר ובין כלל משקי הבית שמתגוררים בהם מבוגרים עולה מגמה דומה של שינוי בשיעורי העוני לאורך זמן, אך שיעורי העוני בקרב משקי הבית בראשות מבוגר בגיל פרישה גבוהים יותר בעקביות. במשקי בית אלו פחתו שיעורי העוני אל מתחת לאלו של הצעירים יותר רק ב-2009. נראה אפוא כי מגורים של מבוגרים במשפחות מורחבות עם בני משפחה אחרים המצויים במעגל העבודה, יש בהם כדי לצמצם את שיעור העוני ומהווים דרך להתמודדות עם קשיים כלכליים. סוגיה זו תידון ביתר פירוט בהמשך. מההשוואה עולה גם כי הנתונים הרשמיים של המוסד לביטוח לאומי המוצגים בישראל לגבי עוני בקרב מבוגרים (לדוגמה, בסקירות השנתיות) מוטים במידה מסוימת שכן הם מציגים רק את משקי הבית שבראשות מבוגר, ואינם מביאים בחשבון את שיעורם הניכר של מבוגרים המתגוררים עם בני משפחה צעירים .
כאמור, נראה כי שיעור העוני הנמוך יחסית בקרב האוכלוסייה המבוגרת נובע מרמת התמיכה המדינתית למבוגרים, משיעורי הזכאות לפנסיה, מרמת הפעילות הכלכלית שלהם בשוק העבודה ומהרכב משקי הבית שהם מתגוררים בהם. הנחות אלו יידונו בהרחבה בהמשך.
מחקרים רבים מראים כי "קו העוני" אינו אלא היבט אחד המתאר את המצב הכלכלי, וכי יש שונות רבה בקרב האוכלוסייה המוגדרת ענייה, קרי מצויה מתחת לקו העוני (ראו לדוגמה המוסד לביטוח לאומי, 2013). כדי לאמוד את מצבם של העניים, יש לבחון את עומק העוני, מדד שנועד להעריך עד כמה רחוקים העניים מקו העוני. עומק העוני נמדד במונחים של "יחס פער העוני" – הפער בין הכנסתם הממוצעת של משקי הבית העניים ובין קו העוני (המוסד לביטוח לאומי, 2013). ככל שיחס זה גדול יותר, המיקום מתחת לקו העוני נמוך יותר ומעיד על עוני חמור יותר. בתרשים 2 מוצג עומק העוני הממוצע במשקי בית שאין בהם פרטים בגיל פרישה לעומת אותו מדד בקרב משקי בית שמתגורר בהם אדם אחד לפחות בגיל פרישה. העקומות מציגות את המרחק של כל אחד משני סוגי משקי הבית מקו העוני, באחוזים.
תמונת פער העוני מעלה שני ממצאים חשובים: ראשית, העוני עמוק פחות במשקי בית שיש בהם מבוגרים מאשר בקרב משקי בית בלי מבוגרים. כך לדוגמה, בשנת 2011 הייתה ההכנסה הממוצעת של משקי הבית העניים שמתגוררים בהם מבוגרים נמוכה בכ-24 אחוז מקו העוני, לעומת הכנסה ממוצעת הנמוכה ב-36 אחוז מקו העוני בקרב משקי בית שלא מתגוררים בהם מבוגרים. פערים קטנים במקצת נרשמו בין שני הסוגים של משקי הבית בתחילת התקופה (1997) – 20 אחוז לעומת 29 אחוז, בהתאמה. את הפערים המצומצמים יחסית בין שתי הקבוצות ניתן לזקוף מחד גיסא לזכות קצבת הזקנה האוניברסלית והשלמת ההכנסה המאפשרות למרבית המבוגרים, גם אלו שאינם מצליחים להיחלץ מעוני, לחיות ברמת חיים הדומה לזו של משקי בית שאין בהם מבוגרים וכרוכה בפחות קשיים כלכליים, ומאידך גיסא אפשר לזקוף את הפערים לעובדה שמרבית משקי הבית של המבוגרים הם קטנים מאלו של האוכלוסייה הצעירה.
אלא שבקרב שתי הקבוצות הנדונות של משקי הבית נרשמה עלייה בעומק העוני במשך השנים. המרחק הממוצע של הכנסות העניים מקו העוני עלה מ-29 אחוז ב-1997 בקרב משקי הבית הצעירים ל-36 אחוז כיום. בקרב משקי הבית שחיים בהם מבוגרים הועמק העוני מ-20 אחוז ל-24 אחוז מתחת לקו העוני. כלומר, בקרב משקי הבית הצעירים העלייה לאורך הזמן היא הן בעומק העוני והן בפערי העוני אל מול משקי הבית המבוגרים. בקרב המבוגרים ניכרת ירידה מסוימת בשיעורי העוני, אלא שיחס פער העוני בקרב הקבוצה המצויה מתחת לקו העוני הלך וגדל. ניתן להסיק אפוא כי למרות הצמצום בשיעורי העוני בקרב האוכלוסייה המבוגרת ולמרות העלייה בתמיכות המדינתיות המועברות למבוגרים – שרובן כאמור אוניברסליות –מצבם של המבוגרים המוגדרים עניים חמור כיום בממוצע יותר מבעבר. כדי להבין את הגורמים להחמרה במצב העניים, על רקע הירידה הכללית בשיעורי העוני של המבוגרים, יש לבחון את המאפיינים החברתיים של האוכלוסייה וכן את מקורות ההכנסה העומדים לרשותה. גורמים אלו יידונו בהמשך הפרק.
2. מקורות ההכנסה של האוכלוסייה המבוגרת בישראל
הדיון בסעיף זה מתמקד במקורות ההכנסה של האוכלוסייה המבוגרת בישראל ובשאלה עד כמה ניתן לייחס את השינוי בשיעורי העוני ובעומק העוני לשינויים במקורות ההכנסה. למשקי בית הכוללים אוכלוסייה מבוגרת שלושה מקורות הכנסה עיקריים: (א) תמיכות המדינה, ובעיקר קצבת זקנה המשולמת לכלל האוכלוסייה המבוגרת; (ב) פנסיה; (ג) עבודה של המבוגרים עצמם, שעדיין פעילים בשוק העבודה, או של פרטים אחרים במשק הבית שהם בגיל העבודה ומשתתפים בפעילות הכלכלית. מקור הכנסה אפשרי נוסף למשקי הבית אלו הוא הכנסה מהון.
לאורך השנים חלו כמה שינויים חשובים במקורות ההכנסה של משקי הבית שמתגוררת בהם אוכלוסייה מבוגרת: (א) שיעור המבוגרים המתגוררים במשק בית שיש בו הכנסה מפנסיה תעסוקתית נמצא במגמת עלייה. בשנת 1999 שולמה פנסיה תעסוקתית ל-48 אחוז מהמגיעים לגיל הפרישה, לעומת 51 אחוז ב-2011 (ראו תרשים 7 בהמשך); (ב) חלה עלייה במרוצת השנים בשיעור העובדים שאינם פורשים משוק העבודה בגיל מבוגר. קמחי ושרברמן (2013) מראים כי שיעור המשתתפים בשוק העבודה מקרב גברים בני 74–65 עלה – מ-20 אחוז בשנת 2000 ל-30 אחוז ב-2011, ובתוך כך עלו גם שיעורי ההשתתפות של נשים בשוק העבודה באותה קבוצת גיל – מ-7 ל-12 אחוזים. אמנם חלק מעלייה זו, בעיקר בקרב הגברים, מקורה בהעלאת גיל הפרישה, אך עם זאת מבוגרים רבים שהגיעו לגיל פרישה עדיין מעורבים בפעילות כלכלית. בעקבות פעילות זו, חלה עלייה בהכנסותיה מעבודה של האוכלוסייה המבוגרת; (ג) הוגדלה קצבת הזקנה המשולמת לאוכלוסייה בגיל הפרישה (המוסד לביטוח לאומי, 2012).
תרשים 3 מציג את מקורות ההכנסה של משקי הבית שמתגוררים בהם פרטים בגיל פרישה בשנים 1997 ו-2011. התרשים מתייחס להכנסה ברוטו לנפש מתוקננת, במחירי 2011, כך שניתן להשוות את ההכנסות בשתי תקופות הזמן. התרשים מצביע על שלושה מקורות הכנסה הדומים במשקלם בקרב משקי הבית שמתגוררים בהם פרטים בגיל הפרישה: הכנסה מעבודה, הכנסה מפנסיה והכנסה מתמיכות המדינה. שלושת המרכיבים האלו גדלו לאורך הזמן, עם העלייה ברמת החיים, אך משקלם נותר דומה – ב-1997 שיקפה הפנסיה 28 אחוז מההכנסה ברוטו לנפש מתוקננת, וב-2011 משקלה עלה ל-30 אחוז; משקל ההכנסה מעבודה היה 37 אחוז מכלל ההכנסה ברוטו לנפש מתוקננת ב-1997 וירד ל-34 אחוז; ואילו משקל התמיכות המדינתיות התבטא ב-35 אחוז מכלל ההכנסה לנפש מתוקננת בשתי התקופות. עם הזמן חלה עלייה מסוימת גם בהכנסה מהון. העלייה בכל מקורות ההכנסה מצביעה על שיפור במצבם הכלכלי של משקי הבית שמתגוררים בהם מבוגרים, ובמידה רבה מסבירה גם את הירידה בשיעורי העוני.
בהשוואה למשקי הבית המבוגרים, חלו שינויים מעטים ברמת ההכנסה לנפש מתוקננת במשקי הבית שאין בהם פרטים מבוגרים. כצפוי, במשקי בית אלו מרבית ההכנסה היא מעבודה, שכן מדובר באוכלוסייה שהיא בגיל העבודה. רק מיעוט מההכנסה מגיע ממקורות מדינתיים או אחרים. הנקודה המעניינת היא שבעוד שבמשקי הבית המבוגרים חלה עלייה ניכרת בהכנסה לנפש מתוקננת, העלייה במשקי הבית הצעירים צנועה יותר ונובעת כולה משינוי בהכנסה מעבודה, שכן שהמדינה לא הגדילה את התמיכה במשך השנים שנבחנו, ואף קיצצה בקצבאות מרכזיות לאוכלוסייה זו, כגון קצבאות הילדים. בסיכומו של דבר, מצטיירת תמונה של רמת הכנסות דומה מאוד בין משקי הבית הצעירים למבוגרים לאור השיפור ברמת ההכנסות של המבוגרים. תרשים 3 מראה כי העלייה בהכנסות של משקי הבית המבוגרים בין שני פרקי זמן אלו נבעה בעיקרה מהגדלת הפנסיות (ב-47 אחוז) ותמיכות המדינה (ב-37 אחוז).
כאמור, מרבית המשתייכים לאוכלוסייה המבוגרת אינם משתתפים בשוק העבודה, ומקור הכנסתם העיקרי הוא פנסיות, חסכונות וקצבאות מדינה. כפי שעולה מהנתונים עד כה, נראה כי בשני פרקי הזמן משקפות קצבאות הזקנה כשליש מכלל הכנסות משקי הבית המבוגרים. הדבר מביא עמו עלייה ברמת החיים וצמצום ממדי העוני בחלק ממשקי הבית.
ואכן בקרב האוכלוסייה המבוגרת קיימת חשיבות רבה למקורות תמיכת המדינה, בעיקר מכיוון שלנתח נכבד מאוכלוסייה זו אין כל מקורות הכנסה אחרים. תרשים 4 מציג את הירידה בשיעור העוני, לאחר תשלומי ההעברה וניכוי המסים, מקרב כלל האוכלוסייה בגיל הפרישה בהשוואה לאוכלוסייה שלפני גיל פרישה, וכן מקרב משקי בית שחיים בהם מבוגרים בהשוואה למשקי בית שאין בהם מבוגרים. התרשים מעלה כי תשלומי ההעברות והמסים מצמצמים את העוני בקרב המבוגרים באורח ניכר בהשוואה לאוכלוסייה הצעירה יותר. כך לדוגמה, בשנת 2011 תשלומי ההעברה והמסים תרמו לצמצום שיעורי העוני בקרב המבוגרים ב-65 אחוז, ואילו בקרב האוכלוסייה הצעירה יותר, של משקי בית בלי מבוגרים, רק בכ-20 אחוז, ואף פחות מכך בקרב פרטים. מערכת הרווחה מתגלה אפוא ביעילותה הרבה בצמצום העוני בקרב האוכלוסייה המבוגרת, אך בעוד שהשפעת המדינה בתחום זה יציבה למדי, על פני הזמן ניכרות מגמות אחרות המשתקפות בקרב הצעירים יותר, ונראה כי השפעת המדינה בצמצום ממדי העוני בקרב משקי הבית הצעירים פחתה עם הזמן. כך, מערכת המיסוי וההעברות של המדינה תרמו לצמצום שיעור העוני בקרב משקי בית צעירים בכ-38 אחוז בשנת 1997 לעומת כ-20 אחוז בלבד בשנת 2011. הבדלים אלו נובעים במידה רבה מהקיצוץ בקצבאות הילדים ובהטבות אחרות לאוכלוסייה הצעירה יותר, שמאפייניה החברתיים, ובעיקר גודל המשפחה, מעמידים אותה מלכתחילה בסיכון גבוה יותר לעוני (המוסד לביטוח לאומי, 2012 ).
לסיכום, שיעורי העוני בקרב האוכלוסייה המבוגרת בישראל נמוכים בהשוואה לשיעורים באוכלוסייה הצעירה. הודות למערכת הקצבאות האוניברסלית ובזכות תמיכה של המדינה במבוגרים חסרי מקורות הכנסה אחרים, עולה בידי מערכת הרווחה לצמצם את ממדי העוני בקרב אוכלוסייה זו יותר מאשר בקרב האוכלוסייה הצעירה.
3. הטרוגניות בקרב המבוגרים
כמו בכלל האוכלוסייה, גם בקרב המבוגרים ניכרת שונות רבה מבחינת ההרכב החברתי והרכב משקי הבית. השונות קשורה במידה רבה בהבדלים בנגישותה של אוכלוסייה זו למקורות הכנסה ובסיכון של פרטיה להיקלע לעוני. בחלק זה נדון בפירוט בשלוש קבוצות של האוכלוסייה המבוגרת: (1) האוכלוסייה הוותיקה, המונה את היהודים שנולדו בישראל או עלו אליה לפני שנת 1989; (2) אוכלוסייה שעלתה לישראל מברית המועצות לשעבר מ-1990 ואילך; (3) האוכלוסייה הערבית.
תרשים 5 מציג את התפלגות שלוש הקבוצות בשתי נקודות זמן – 1997 ו-2011. במהלך העשורים האחרונים קטן חלקה היחסי של האוכלוסייה היהודית הוותיקה מכלל האוכלוסיות המבוגרות בישראל: מ-74 אחוז ב-1997 ל-65 אחוז כיום. לעומת זאת, בחלקן היחסי של שתי הקבוצות האחרות נרשם גידול: מ-18 ל-21 אחוז בקבוצת העולים המבוגרים מברית המועצות לשעבר – מרביתו נרשם כבר לפני שנת 2005; ומ-6 ל-8 אחוזים באוכלוסייה הערבית המבוגרת .
שינויים דמוגרפיים אלו משפיעים על תמונת העוני ואי השוויון באוכלוסייה המבוגרת, שכן חלק ניכר מעולי שנות התשעים הגיעו לישראל בהיותם מבוגרים, ולא הצליחו לצבור זכויות פנסיוניות של ממש. הגידול בחלקם באוכלוסייה המבוגרת מגדיל מאוד את חלקה של האוכלוסייה הנשענת בעיקר על תמיכת המדינה. קבוצה זו מתאפיינת גם בשיעורי תעסוקה נמוכים וברמת הכנסות בהתאם, יחסית לקבוצת הוותיקים (קמחי ושרברמן, 2013). שיעור המבוגרים באוכלוסייה הערבית נמוך מאוד ביחס לצעירים, בשל שיעורי פריון גבוהים מחד גיסא, ותוחלת חיים נמוכה בגיל מבוגר מאידך גיסא (ישראל, 2013). לפיכך האוכלוסייה הערבית משקפת מיעוט קטן מכלל האוכלוסייה המבוגרת בישראל. עם זאת, מאחר ששיעורי העוני בקרב הערבים הם גבוהים מאוד, ניתן לשער שהמבוגרים חווים קשיים כלכליים עמוקים יותר מאשר מבוגרים המשתייכים לשתי הקבוצות האחרות. וכן בקבוצה זו נמצא השיעור הנמוך ביותר של משתתפים בכוח העבודה בגיל פרישה ואילך, ביחס לשתי קבוצות האוכלוסייה המבוגרת האחרות בישראל (קמחי ושרברמן, 2013).
בחינת שיעורי העוני בקרב מבוגרים משלוש הקבוצות (תרשים 6) אכן מראה את ההבדלים הניכרים ביניהן, הן בשיעורי העוני והן במגמות ארוכות טווח: שיעורי העוני בקרב הערבים המבוגרים הם הגבוהים ביותר – כ-60 אחוז מהם מתחת לקו העוני, בהשוואה לשיעורי עוני נמוכים לאין שיעור באוכלוסייה היהודית – כ-18 אחוז מיוצאי ברית המועצות לשעבר, בדומה לכלל האוכלוסייה המבוגרת, ו-11 אחוז בלבד בקרב הוותיקים. במגמות ארוכות הטווח, ניכרה בעשורים האחרונים ירידה מסוימת בשיעורי העוני בקרב הוותיקים, ובשנים האחרונות גם בשיעורי העוני בקרב יוצאי ברית המועצות לשעבר. לעומת זאת, בקרב האוכלוסייה הערבית המבוגרת שיעורי העוני גבוהים ויציבים – כ-50 אחוז במרבית השנים שנמדדו, אם כי ירידות נרשמו בתקופה הראשונה, לאחר מכן עלייה ל-60 אחוז ב-2010 וירידת מה מאז .
הירידה בשיעור העוני בקרב משקי הבית של הוותיקים משקפת כפי הנראה את השיעור ההולך וגדל של מבוגרים שצברו פנסיות במשך חייהם. תרשים 7 מציג את שיעור המבוגרים, מגיל פרישה ואילך, המתגוררים במשקי בית הנהנים מהכנסה מפנסיה, מכלל האוכלוסייה המבוגרת. תרשים זה מבליט את ההבדל הניכר בין שלוש הקבוצות – כשני-שלישים מכלל הפרטים המבוגרים באוכלוסייה היהודית הוותיקה נהנים מרכיב פנסיוני בהכנסת משק הבית, עלייה של כ-2.5 נקודות האחוז מאז 1997 1999. לעומתם, רק 20 אחוז מכלל עולי ברית המועצות לשעבר ופחות מ-15 אחוז מהערבים המבוגרים נהנים מתשלומי פנסיה כלשהי. לגבי העולים, ניכרת עלייה בשיעור הזכאים לתשלום פנסיוני, בד בבד עם העלייה בוותק שלהם בישראל ועם צבירת זכויות לאורך זמן. קשה יותר להסיק מסקנות לגבי האוכלוסייה הערבית בשל ממדיה הקטנים יחסית, ואולם התמונה העולה מתוך התרשים היא של שיעור נמוך למדי של מקבלי פנסיה בקרב המבוגרים הערבים. שיעור הכיסוי הפנסיוני הנמוך של ערבים נובע מהקשיים המתמשכים של קבוצת אוכלוסייה זו בשוק העבודה, ופגיעותה הרבה. גם בעבר לא נהנו הערבים משיעורי תעסוקה גבוהים בארגונים הכפופים להסכמי שכר קיבוציים ולהסדרי פנסיה, וייתכן כי שינוי הסדרי התעסוקה במשק, ובעיקר המעבר לתעסוקה באמצעות חברות כוח אדם, תעסוקה זמנית, צמצום תעסוקת עובדי הצווארון הכחול וירידת כוחה של העבודה המאורגנת בכלל, פגעו בהם יותר מאשר בקבוצות האחרות .
אחד הגורמים המרכזיים במניעת עוני בקרב מבוגרים הוא זכאות לפנסיה. שיעור העוני בקרב משקי הבית שמתגורר בהם לפחות אדם אחד הזכאי לפנסיה עומד על 2 אחוזים בסך הכול. לעומת זאת, במשקי בית שמתגוררים בהם מבוגרים ואשר אין בהם כלל הכנסות מפנסיה שיעורי העוני גבוהים יחסית, אם כי יכולות להיות הכנסות אחרות, כגון מעבודה או מהון, כפי שעלה מתרשים 3. בתרשים 8 מוצגות מגמות בשיעורי העוני בשנים 1997–2011 בקרב מבוגרים לפי שלוש קבוצות האוכלוסייה הנדונות, בהשוואה לכלל האוכלוסייה. התרשים מראה כי בקרב ערבים המתגוררים במשקי בית בלי הכנסה מפנסיה מגיעים שיעורי העוני לכדי 65 אחוז, בשינויים קלים לאורך התקופה; בקרב הוותיקים נאמדים שיעורי העוני אמנם ב-35 אחוז, אך מצויים במגמת ירידה מסוימת בשנים האחרונות, ואילו בקרב יוצאי ברית המועצות לשעבר המתגוררים במשקי בית שאיש מהם אינו בעל הכנסה מפנסיה שיעור העוני נמוך יחסית לשתי הקבוצות האחרות – כ-18 אחוז – בדומה לשיעור שנצפה בכלל אוכלוסיית העולים המבוגרים. באוכלוסייה זו ניכרה עלייה בשיעורי העוני בתחילת שנות האלפיים, אך בדומה למגמה בקרב הוותיקים בשנים האחרונות, נרשמה ירידה בשיעור העוני. שיעור העוני הנמוך יחסית בקבוצה זו נובע מזכאותם של יוצאי ברית המועצות לשעבר להשלמת הכנסה ולתמיכות נוספות .
4. הסדרי המגורים של האוכלוסייה המבוגרת
אחת הדרכים להתמודדות עם עוני ומחסור כלכלי, וכן עם קשיים פיזיים וחברתיים, שהם לעתים קרובות מנת חלקה של האוכלוסייה המבוגרת, היא מגורים משותפים עם קרובי משפחה בגיל העבודה (Phua, McNally and Park 2007; Lee 2009). מרבית המבוגרים בישראל מקיימים משק בית עצמאי, ולרובם דירה בבעלותם. בכ-80 אחוז ממשקי הבית שמתגוררים בהם מבוגרים ראש משק הבית או בן/בת זוגו הם בגיל פרישה (להלן: "משקי בית בראשות מבוגר"). לחלופין, 20 אחוז ממשקי הבית שמתגוררים בהם מבוגרים הם משקי בית "בראשות צעיר", כלומר משקי בית שבראשותם עומד פרט בגיל העבודה.
תרשים 9 משווה את שיעור משקי הבית שמתגוררים בהם מבוגרים ושבראשם עומד פרט בגיל העבודה בשתי תקופות זמן (1998–1997 ו-2011–2010), בשלוש קבוצות האוכלוסייה המבוגרת הנדונות – ותיקים, יוצאי ברית המועצות לשעבר וערבים. לפי התרשים, במהלך התקופה שנבחנה נרשמה ירידה של 5 נקודות האחוז בשיעור משקי הבית שבראשם עומד פרט בגיל העבודה ומתגורר בהם אדם מבוגר. חלק נכבד מירידה זו ניתן לייחס להסדרי המגורים של יוצאי ברית המועצות לשעבר, שבשנים הראשונות להגעתם לישראל הרבו להשתמש בהסדרי מגורים מורחבים, אך עם חלוף השנים ייסדו משקי בית נפרדים. ואכן כפי שמוצג בתרשים, ב-1997 התגוררה מחצית קבוצת יוצאי ברית המועצות המבוגרים במשק בית מורחב, ואילו כיום חיים בהסדר כזה רק 30 אחוז מהם. גם בקרב הערבים נפוצה תופעת המגורים המשותפים של מבוגרים במשקי בית בראשות צעירים, וגם בקבוצת אוכלוסייה זו ניכרת מאז סוף שנות התשעים מגמת ירידה בשיעור המתגוררים במשקי בית צעירים – מ-48 אחוז ל-32 אחוז. בקרב הוותיקים, שיעור המגורים המשותפים הוא נמוך (15 אחוז) ויציב למדי לאורך הזמן .
כיצד משפיעים הסדרי המגורים על שיעורי העוני בקרב האוכלוסייה המבוגרת והאם אכן ניתן לראות בהסדרי מגורים אלו אסטרטגיה של משפחות (מבוגרות וצעירות יותר) להתמודדות עם מצוקות העוני?
תרשים 10 מציג את שיעור משקי הבית שמתחת לקו העוני בשנים 2011–2010, בכל אחת משלוש הקבוצות: ותיקים, יוצאי ברית המועצות וערבים, הן בקרב משקי בית שאין בהם מבוגרים, והן בקרב משקי בית שיש בהם מבוגרים אך עומד בראשם פרט בגיל העבודה לעומת משקי בית שבראשם עומד מבוגר. החלק השמאלי של התרשים מציג את שיעורי משקי הבית העניים על פי ההכנסה הפנויה, כלומר לאחר תשלומי מסים מחד גיסא, וקבלת קצבאות והטבות מאידך גיסא. החלק הימני מתייחס להכנסה הכלכלית. מהשוואת שיעור משקי הבית העניים בהכנסה הפנויה, עולה כי במשפחות מורחבות בראשות אדם בגיל העבודה, כלומר במשקי בית שמתגוררים בהם גם פרטים בגיל הפרישה, שיעור משקי הבית העניים נמוך בעשרות אחוזים מאשר בקרב משקי בית בראשות מבוגרים. הסדרי מגורים של משפחות מורחבות מתאפיינים בשיעורים נמוכים יותר של משקי בית עניים.
ההבדלים בשיעור משקי הבית שמתחת לקו העוני בולטים במיוחד בקרב האוכלוסיות הפגיעות יותר – ערבים ויוצאי ברית המועצות לשעבר. בכלל האוכלוסייה, שיעור העוני בקרב הקבוצה המתגוררת במשקי בית בראשות אדם מבוגר הוא 19 אחוז, לעומת 10 אחוז בקרב משקי בית שמתגוררים בהם מבוגרים אך בראשות משק הבית עומד פרט בגיל העבודה. תמונה זו של הבדלים בשיעורי העוני על פי הסדרי המגורים עקבית בכל הקבוצות: בקרב הוותיקים, שיעור משקי הבית העניים בראשות מבוגר הוא 13 אחוז, לעומת 8 אחוזים ממשקי הבית שמתגוררים בהם מבוגרים, אך בראש משק הבית עומד פרט בגיל העבודה; בקרב יוצאי ברית המועצות לשעבר שיעורי העוני הם 21 אחוז לעומת 5 אחוזים בהתאמה, ובקרב ערבים – 68 אחוז לעומת 40 אחוז בהתאמה.
הבדלים אלו בשיעור משקי הבית העניים בולטים גם בבחינתם ביחס להכנסה הכלכלית. למעשה, מהשוואת ההבדלים בשיעור משקי הבית העניים בין ההכנסה הכלכלית להכנסה הפנויה עולה כי ההשפעה של תשלומי ההעברה והמסים למבוגרים ערבים ויוצאי ברית המועצות לשעבר ניכרת יותר בקרב המתגוררים במשפחות מורחבות בראשות צעירים מאשר במשפחות בראשות מבוגרים. בקרב מבוגרים יוצאי ברית המועצות המתגוררים במשק בית שבראשותם, התשלומים מהמדינה והמסים מצמצמים את שיעור משקי בית העניים ב-76 אחוז, ואילו בקרב מבוגרים המתגוררים במשקי בית בראשות צעירים הצמצום הוא בשיעור 85 אחוז. בקרב הערבים הצמצום מתון באורח ניכר בשני סוגי המשפחות, אם כי המגמה דומה – 23 אחוז ו-32 אחוז בהתאמה, ואילו בקרב הוותיקים אין למעשה הבדל בשיעור הצמצום בעוני, והוא מגיע לכדי 69 אחוז ו-67 אחוז בהתאמה.
בחינת מקורות ההכנסה של שתי הקבוצות – משקי בית בראשות מבוגרים ומשקי בית בראשות צעירים – מצביעה על חשיבותם של הסדרי המגורים, בייחוד בקרב אוכלוסייה התלויה לחלוטין בקצבאות המדינה. מקורות ההכנסה של כל אחת משלוש קבוצות האוכלוסייה המבוגרות שנבחנו מוצגים בתרשים 11. מהתרשים נראה כי עיקר ההכנסות במשק הבית שהעומד בראשו הוא בגיל פרישה מגיעות מפנסיות ומתמיכת המדינה. חלק קטן יותר של ההכנסות מגיע מעבודה או מהון. כפי שהוצג לעיל, גם תרשים 11 מראה כי סיכוייהם של מבוגרים בגיל פרישה המתגוררים במשק בית בראשותם להימצא מתחת לקו העוני גבוהים מאשר סיכוייהם של מבוגרים המתגוררים במסגרת משפחות מורחבות, כלומר במשקי בית בראשות צעירים בגיל העבודה. בבחינת גובה ההכנסות של משקי הבית שמתגוררים בהם מבוגרים, נראה כי סך ההכנסה מפנסיה במשק בית בראשות מבוגר באוכלוסייה היהודית הוותיקה מגיעה לכדי 2,309 שקלים לחודש בממוצע לנפש מתוקננת, בהשוואה ל-1,036 שקלים לנפש מתוקננת במשק בית שבראשו פרט בגיל העבודה. גם בבחינה של רמת ההכנסה הנומינלית של משק הבית (ראו תרשימים 2 ו-3 בנספח), עולה כי סך ההכנסה מפנסיה במשק הבית בראשות מבוגר היא 3,984 שקלים, כשל-62 אחוז מהאוכלוסייה מבוגרת זו יש הכנסה כלשהי מפנסיה, לעומת 2,877 שקלים במשקי בית מורחבים הכוללים מבוגר. במשקי בית אלה רק ל-54 אחוז מהמבוגרים יש הכנסה מפנסיה. כלומר, מבוגרים המתגוררים במשפחות מורחבות הם בעלי הכנסה נמוכה יחסית מפנסיה, וניתן לשער כי לו יסדו משק בית עצמאי, הייתה רמת חייהם נמוכה עוד יותר, בייחוד לנוכח העובדה שרמת החיים הכללית של משקי בית בראשות מבוגרים בקרב האוכלוסייה הוותיקה גבוהה מאשר בקרב משקי בית בראשות צעירים שמתגוררים בהם גם מבוגרים; ההכנסה הממוצעת לנפש מתוקננת במשק בית בראשות מבוגר היא 6,600 שקלים בחודש לעומת כ-5,600 שקלים במשק בית בראשות צעיר. בקבוצת משקי הבית שבראשות מבוגרים תמיכות המדינה באות לידי ביטוי יותר, הן משום שיש שיעור גבוה יותר של שני בני זוג שמשולמת להם קצבת זקנה והן משום שבממוצע מבוגרים אלו צברו רמה גבוהה יותר של קצבאות זקנה (לפירוט הזכאויות לקצבאות זקנה, ראו אזרי ושטייר, 2014; המוסד לביטוח לאומי, 2012). גם רמת הכנסתם שמקורה בהון גבוהה יותר. לעומת זאת, כצפוי, רמת ההכנסה מעבודה גבוהה יותר במשק בית שראשו בגיל העבודה.
התמונה שונה למדי בקרב שתי הקבוצות האחרות, שמלכתחילה רמת זכאותן לפנסיה וגובה הפנסיות שלהן נמוכים באורח ניכר מזה של האוכלוסייה הוותיקה (ראו גם נספחים 2 ו-3). בקרב יוצאי ברית המועצות לשעבר אין כמעט הבדל בהכנסות מפנסיה לנפש מתוקננת בקרב שתי הקבוצות של משקי הבית, ואף שרמת התמיכות שמגיעה מהמדינה גבוהה יותר בקרב אוכלוסייה המקיימת משק בית בראשות אדם בגיל הפרישה, רמת חייה נופלת מזו של משפחה בראשות אדם בגיל העבודה, שההכנסה המרכזית שלה היא מעבודה. גם בקרב האוכלוסייה הערבית רמת החיים במתכונת של משפחה מורחבת גבוהה מאשר במשק בית בראשות מבוגר. אמנם למשק הבית שבראשו מבוגר הכנסה גבוהה יותר מפנסיה ומהון, ואף תמיכות גבוהות יותר מהמדינה, אך רמת חייו של משק בית זה נופלת במידה ניכרת מזו של משק בית בראשות פרט בגיל העבודה: כ-2,500 לעומת 3,000 שקלים לנפש מתוקננת בממוצע, בהתאמה.
הבדלים מעניינים עולים בהשוואה של משקי הבית שמתגוררים בהם פרטים בגיל פרישה מול משקי בית שבראשם עומד אדם בגיל העבודה והם אינם כוללים מבוגרים. בקרב האוכלוסייה היהודית הוותיקה, משקי בית בלי פרטים בגיל הפרישה נהנים מרמה גבוהה של הכנסות, שרובן מגיעות משוק העבודה. רמת חייהם דומה לזו של המבוגרים העומדים בראשות משק ביתם וגבוהה מזו של משקי הבית המורחבים. ההבדל בין שני הסוגים של משקי הבית ניכר במיוחד בהכנסות מעבודה – 5,743 שקלים לנפש מתוקננת במשק בית צעיר, לעומת 3,062 שקלים לנפש מתוקננת במשק בית מורחב. תמונה דומה מוצגת גם בהכנסות הנומינליות (ראו בנספח 2). מהשוואה זו ניתן להסיק כי המגורים המשותפים תורמים גם לפרטים הצעירים במשק הבית לחיות ברמת חיים גבוהה יותר בממוצע. כך, בתוספת יחסית נמוכה של פרטים נהנה משק הבית מרמה גבוהה יותר של תמיכה מהמדינה. מסקנה זו מתחזקת עם ההשוואה של משקי בית אלו בקרב עולים וערבים. בשני המקרים רמת ההכנסות מעבודה במשק הבית המורחב נופלת מזו של משק הבית שאין בו פרטים מבוגרים, אך רמת התמיכות מהמדינה גבוהה באורח ניכר במשק הבית המורחב ומפצה על הרמה הנמוכה של הכנסות מעבודה. כך משיגים שני סוגי משקי הבית רמת חיים דומה, ובקרב הערבים, משק הבית המורחב משיג רמת חיים הגבוהה מזו של שני הסוגים האחרים של משקי הבית.
לפיכך, ניתן לסכם כי הסדרי המגורים המורחבים, שהם כפי הנראה נפוצים יותר בקרב משפחות מעוטות הכנסה, תורמים במידה ניכרת לשיפור תנאי החיים של האוכלוסייה המבוגרת בקרב קבוצות פגיעות יותר מבחינה כלכלית – במקרה זה הערבים והעולים, קבוצות שלא צברו מקורות הכנסה של ממש מפנסיה. זאת גם אם מביאים בחשבון שחלק ניכר ממשקי הבית בראשות צעירים שמתגוררים בהם מבוגרים, בקרב קבוצות אלו, אינם בהכרח משקי בית מבוססים (כפי שהוצג לעיל, רמת ההכנסה לנפש מתוקננת נמוכה בקרב משקי הבית הערבים ומשקי הבית של העולים בשתי צורות המגורים מזו של יהודים ותיקים). יתרה מכך, יש להניח כי מתכונת זו של מגורים משותפים תורמת לא רק לשיפור רמת החיים של הפרט המבוגר אלא גם לשיפור רמת חייה של המשפחה הצעירה, בהינתן התרומה למשפחה הן מפנסיה והן מתמיכות מדינה, וכך ייתכן לראות בהסדר מגורים זה אסטרטגיה להימנעות מעוני ולעלייה ברמת החיים לכל בני המשפחה, צעירים ומבוגרים כאחד.

כפי שהראו בן דוד ובלייך (2013); (2011)Gornick and Jantti ומחקרי עבר רבים אחרים, מרבית המדינות המפותחות מצמצמות את ממדי העוני בהכנסה כלכלית במידה רבה יותר מאשר בישראל. תרשים 1 מציג את שיעור העוני בהכנסה הכלכלית ובהכנסה הפנויה לשנת 2010 לפי קבוצות גיל. בהסתכלות על שיעור העוני בהכנסה הכלכלית, כלומר בלא התערבות הממשלה במיסוי וברווחה, ישראל מדורגת מעט מתחת לממוצע ה-OECD – 28 אחוז עוני לעומת ממוצע של 29 אחוז – ומתחתיה 15 מדינות ששיעורי העוני בהן גבוהים יותר. ואולם כשבוחנים את שיעורי העוני בהכנסה הפנויה (לאחר התערבות המדינה) המצב שונה לחלוטין – בישראל שיעור העוני בהכנסה הפנויה הוא הגבוה ביותר: 21 אחוז לעומת 12 אחוז, ממוצע המדינות המפותחות. מכאן שמערכת המיסוי והרווחה של ישראל מצמצמת את אחוז משקי הבית העניים בהכנסה הכלכלית ב-25 אחוז בלבד לעומת ממוצע של 65 אחוז במדינות המפותחות .
תמונה זו מתחדדת עוד יותר כשדנים במצבה הכלכלי של האוכלוסייה המבוגרת. כפי שניתן לראות, שיעורי העוני המחושבים על בסיס ההכנסה הכלכלית בקרב המבוגרים נמוכים בישראל בהשוואה למדינות אחרות (47% לעומת ממוצע של 74% במדינות ה-OECD). אלא ששיעורי העוני בהכנסה הפנויה מציבים את ישראל במקום גבוה: 21% מכלל המבוגרים נמצאים מתחת לקו העוני, לעומת 12%, ממוצע ה-OECD. מערכת המיסוי והרווחה בישראל מצמצמת את שיעור העוני בקרב גילאי 65 ומעלה בהכנסה הכלכלית ב-55% בלבד לעומת ממוצע של 84% במדינות המפותחות.
האם ניתן להסיק מכך שמדיניות הרווחה בישראל אינה יעילה גם ביחס לאוכלוסיה המבוגרת? התשובה על כך מורכבת, שכן יש להביא בחשבון את מבנה ההכנסה הכלכלית בכל מדינה. כשעוסקים באוכלוסייה בגיל העבודה, מורכבת ההכנסה הכלכלית ברובה מהכנסה שמקורה בעבודה, עובדה התקפה בכל המדינות. לעומת זאת, יש שונות רבה בהרכב ההכנסה הכלכלית של האוכלוסייה המבוגרת, הנובעת מהסדרים ייחודיים של מערכת הפנסיות והקצבאות של המדינות השונות. המערכת הפנסיונית בישראל מורכבת משלושה רבדים: הרובד הראשון מבוסס על קצבאות הביטוח הלאומי, ובהן קצבת זקנה אוניברסלית וקצבת השלמת הכנסה שמטרתן להבטיח רמת קיום מינימלית לאחר גיל הפרישה. הרובד השני מורכב מפנסיה תעסוקתית, שנצברה לאורך חיי התעסוקה של הפרט. הרובד השלישי נגזר מיוזמתו של הפרט ומיכולתו לצבור חסכונות נוספים, מעבר לפנסיה התעסוקתית (אחדות וספיבק, 2010). בשנת 2008, נכנסה לתוקפה רפורמה המחייבת את המעסיקים והעובדים להפריש מהשכר לקרן פנסיה, ואולם מרבית תשלומי הפנסיה התעסוקתית כיום הם מתוקף הסדרים פנסיוניים שקדמו לרפורמה זו. בשונה מישראל, במרבית המדינות המפותחות קיימת מערכת פנסיונית המבוססת ברובה על ביטוח ממלכתי אוניברסלי. לעומת זאת, משקלן של התכניות הפנסיוניות התעסוקתיות שונה בין המדינות, ובחלק מהן הוא קטן יחסית. במצב שמימון פרטים בגיל הפרישה הוא בעיקר ציבורי, חלקה של ההכנסה הכלכלית ביחס לכלל ההכנסות בקרב המבוגרים נמוך. לפיכך, שיעורי העוני בהכנסה הכלכלית בקרב אוכלוסיית בני 65 ומעלה גבוהים באורח ניכר במדינות אלו מאשר בישראל, כפי שעולה מתרשים 1.
כדי להעריך את יעילותה של מערכת ההעברות, יש לבדוק את מידת השפעתה על האוכלוסייה המבוגרת ביחס לכלל האוכלוסייה או לחלופין ביחס לאוכלוסייה שבגיל העבודה. ישראל מתאפיינת באוכלוסייה צעירה יחסית; שיעור בני 65 ומעלה באוכלוסייה נמוך ביחס לשיעורם במדינות אחרות. לפי נתוני ה-OECD, משקלם של בני 65 ומעלה בישראל הוא כ-10% מכלל האוכלוסייה, לעומת כ-16% ממוצע ה-OECD. הרכב האוכלוסייה משפיע על שיעורי העוני בהכנסה הכלכלית של כלל האוכלוסייה – במדינות שההכנסה הכלכלית למבוגרים היא נמוכה ואף זניחה ביחס לשאר ההכנסות, בשל מדיניות הפנסיה, ושיעורם באוכלוסייה גבוה – גם שיעורי העוני הכלליים בהכנסה כלכלית יהיו גבוהים, ולהפך.
אם מביאים בחשבון ששיעור העוני בהכנסה כלכלית בכלל האוכלוסייה בישראל (28%) דומים לאלו שבמדינות מפותחות (29%), קל לראות שהתרומה בקרב בני 65 ומעלה לעוני הכולל בהכנסה הכלכלית במדינות המפותחות גבוה משמעותית מזו שבישראל. השוני בתמהיל האוכלוסיות העניות בהכנסה הכלכלית בין ישראל למדינות המפותחות יכול לספק הסבר מסוים על מערכת השיקולים והאילוצים של מקבלי ההחלטות בדבר המדיניות לצמצום העוני. כך לדוגמה, המדינות המפותחות רואות לנגד עיניהן אוכלוסייה מבוגרת שהולכת וגדלה, ומהווה כוח אלקטוראלי גדול; אוכלוסייה בגיל העבודה שמצטמצמת בגודלה, בעיקר עקב שיעורי ילודה נמוכים; והסכם חברתי היסטורי שלפיו למדינה חלק מרכזי וחשוב במימון הפנסיות למבוגרים באמצעות תשלומי המועסקים בכל רגע נתון.
לעומתם, מקבלי ההחלטות בישראל רואים לנגד עיניהם אוכלוסייה מבוגרת שחלקה היחסי קטן, ואולי גם כוחה הפוליטי מצומצם, לצד אחוזי עוני גבוהים בקרב משפחות בגילאי העבודה, ובעיקר בקרב משפחות גדולות. תמונת מצב זו בישראל שונה בתכלית מאשר במדינות מפותחות, ומעלה דרכי פעולה שונות לצמצום העוני. כך לדוגמה, המדינות המפותחות מחויבות לשמור על רמה דומה של הפנסיות האוניברסליות לדור המבוגרים הנוכחי, אף שהדבר עלול להעלות את נטל התשלומים השוטפים על דור הצעירים. זאת מכיוון שלמבוגרים אין מקורות הכנסה אחרים, ואף אין ציפייה שייצאו לשוק העבודה, וכן בשל העובדה שמערכת התשלומים הפנסיוניים מוטמעת חברתית ומקובלת כנורמת התנהגות. שינויים שעניינם קיצוצים חדים בפנסיות אוניברסליות עלולים להוות מקור ללחצים פוליטיים ולאי-שקט חברתי.
לפיכך, מצביעים נתוני העוני על מידה גבוהה של צמצום שיעור העוני בקרב בני 65 ומעלה (84%) במדינות המפותחות, ובהינתן משקלה הגבוה של הקבוצה בכלל האוכלוסייה – מצטמצם גם שיעור העוני הכללי בהכנסה הפנויה באורח ניכר. לעומת זאת, האתגרים בתחום העוני בישראל שונים בהרבה מובנים. המשפחות הגדולות מהוות חלק נכבד מאוכלוסיית העניים. מבחינה כלכלית קשה יותר לתמוך במשפחות גדולות מאשר במשפחות קטנות, כמשפחותיהן של המבוגרים. מבחינה זו, מערכת ההעברות מתקשה לצמצם את העוני באופן ממשי. לכן גם מידת הצמצום של שיעור העוני בהכנסה הכלכלית בכלל האוכלוסייה נמוך בישראל הרבה יותר מאשר במדינות המפותחות.
לסיכום, רשתות הביטחון של המדינות המפותחות, שבעיני רבים בישראל הן מודל לחיקוי, אמנם יעילות בצמצום ממדי העוני בהכנסה כלכלית, ואולם הן אינן מצליחות להסיר מעל סדר היום את בעיות היסוד הדמוגרפיות המאיימות על יציבותן הכלכלית. השוני בין ישראל למדינות המפותחות הללו בא לידי ביטוי בתמהיל של אוכלוסיות עניות ובמדיניות הפנסיונית בקרב המבוגרים. לאור האמור לעיל, ייתכן מאוד כי השוואה בין-לאומית של מדדי העוני מציגה תמונה חלקית או מוטה של הפערים הקיימים בפועל.
סיכום
בפרק זה נסקר מצבה הכלכלי של האוכלוסייה המבוגרת ישראל, במטרה להבין באיזו מידה מצליחה הקבוצה להיחלץ מעוני ומה המשאבים העומדים לרשותה. כמו כן עסק הפרק בבחינת הבדלים בין קבוצות חברתיות בתוך האוכלוסייה המבוגרת. מתוך הממצאים עולה כי שיעורי העוני בקרב האוכלוסייה בגיל הפרישה נמוכים מאשר אלו שבכלל אוכלוסיית ישראל, שעמדו בשנת 2011 על כ-20 אחוז, ונמוכים ביחס לאוכלוסייה הצעירה. מערכת הרווחה, ובעיקר מערכת קצבאות הזקנה המוענקות לכל הפורשים מעבודה בגיל זה, פועלת כמכניזם יעיל לחילוץ מעוני, בניגוד למערכות תמיכה אחרות המוענקות לאוכלוסייה הצעירה יותר. ממצא זה מעיד כי קצבאות הזקנה בישראל יעילות בחילוץ מעוני ובשיפור רמת החיים של קבוצת אוכלוסייה פגיעה זו, הן משום שהן מקיפות את כלל האוכלוסייה המבוגרת והן משום שהן נשחקו פחות מקצבאות אחרות במשך השנים.
עם זאת, למרות הזכאות לקצבאות הזקנה – לא כל קבוצות האוכלוסייה המבוגרות מצליחות לחיות מעל קו העוני. הממצא המרכזי בעבודה זו הוא כי הכנסה הנובעת מחיסכון פנסיוני היא המרכיב המרכזי ביותר בשיפור רמת החיים בקרב האוכלוסייה המבוגרת ובהענקת ביטחון כלכלי לעת זקנה. בקרב המבוגרים המתגוררים במשקי בית הנהנים מהכנסה מפנסיה שיעורי העוני נמוכים ביותר. העדר פנסיה מסביר במידה רבה את הפגיעות הכלכלית של יוצאי ברית המועצות לשעבר, שלא הצליחו לצבור חיסכון פנסיוני בתקופת שהותם בישראל, ושל הערבים שעבדו בשוק עבודה המתאפיין רובו ככולו בהעדר חיסכון פנסיוני. יש לשער כי לאחר שהונהגה פנסיה חובה בישראל ישתפר מעמדם הכלכלי של מבוגרים רבים בדורות הבאים, אם כי יש לזכור שגובה החיסכון הפנסיוני הוא פועל יוצא של גובה השכר ושל ההיסטוריה התעסוקתית של העובד.

Abstract*
This chapter examines the risk of poverty amongst the elderly in Israel. The first part of the chapter examines trends in poverty rates amongst the elderly compared to the younger population. The findings point to a decline in poverty rates amongst the elderly over time, versus an increase in poverty in the general population. Low poverty rates amongst the elderly, compared to the younger population, are achieved chiefly by way of National Insurance Institute (NII) old-age allowances that constitute a safety net for many people, as well as through income from retirement pensions. In practice, poverty rates amongst those entitled to pensions are the lowest of all. Breaking down the elderly population into three social groups (Israeli veterans, Russian immigrants and Arab Israelis), we can clearly see that amongst Russian immigrants and Arab Israelis, two groups with low pension entitlement, poverty rates are higher than among veteran Israelis. One way of dealing with poverty and want amongst the aging is to have them live together with younger family members in their work years. Such living arrangements are especially typical of Arab Israelis and Russian immigrants, affording them an economic standing higher than their own, and the avoidance of poverty.

Poverty rates in Israel are amongst the highest in the West, a problem dealt with in the past by researchers (Ben-David and Bleikh, 2013) and policy makers (OECD, 2011). Research in this realm points to workforce participation as one of the central factors linked to poverty. Indeed, individuals who do not work are in danger of poverty and dependence on the welfare system. The elderly are the population sector that has largely ceased working due to its age, hence they face a relatively high risk of poverty and economic hardship. Some of this population succeeds in living comfortably even after retiring from the workforce, in most cases due to pensions derived from savings set aside during their work years. Yet many of the elderly counted amongst the weak sectors, who worked during their lives under work conditions that did not provide them with an employment pension, or immigrants who arrived in Israel at a later age and who did not amass pension rights, are left, in practice, bereft of income sources and entirely dependent on the government’s institutions and welfare system.
The average age in the West is constantly on the rise, paralleling two main processes: the decline in fertility on the one hand, and increasing life spans on the other (Wray, 2006). That aging process impacts on poverty and inequality, for most of the elderly no longer participate in the labor force, and subsist largely on their savings – be that capital savings or employment pensions – or entitlements from the welfare system. Thus, a heavy economic burden befalls the economic systems of the western world, leading to their changing their financial systems and raising retirement age. The problem of poverty and inequality amongst the elderly is at the heart of the public debate in many countries, for unlike other population groups whose entitlement or lack of entitlement to government assistance arouses public debate, there is a general consensus that the aging population is entitled to such assistance, and is incapable, as well as not expected, to find its income sources through work. At the same time, as much research shows, the number of adults over age 65 who remain in the work force for longer periods, whether for economic reasons or for other reasons, is rising steadily (Kimhi and Shraberman, 2013). Many countries are seeking to decrease poverty rates amongst the aging, by way of governmental pensions and allowances and other forms of support, in accordance with the pension agreements in practice in every country and in accordance with the nature of their own welfare systems. In Israel, as well, much attention is being paid to the economic plight of the elderly. It is true that Israel is a country with a relatively young population, chiefly due to high fertility rates that preserve that age structure. At the same time, the percentage of people 65 and older amongst the population at large is rising constantly: from 6.7 percent in 1970 to 10.4 percent today. The percentage of people 75 and older has risen from 1.9 percent to 4.8 percent during the last forty years (Yisrael, 2013). This increase in the elderly population and its special needs, especially following their leaving the work force, increases the need for a debate on their economic plight and on the governmental and private resources available to them.
Israeli poverty rates are linked to work percentages of heads of households, as well as to a selection of demographic factors, including family size and the composition of its breadwinners (Stier, 2011). The aging population runs a high risk of poverty, for its income sources are limited since not all elderly can draw on savings or employment pensions. Many depend on the government and its allowances. Comparative studies indicate that in countries awarding generous governmental pensions and other forms of support to the elderly population at large, poverty percentages amongst the elderly are low (Kangas and Palme, 2000).
While factors facilitating a better economic situation are limited regarding elderly households as compared to the population at large, generally because most of the elderly live as couples or individuals, all the same, in these smaller family units the level of need is likewise statistically low, and a few studies show that the elderly are not necessarily the group that suffers from economic hardship in comparison to the young (Stier and Levin, 2013).
This chapter presents a picture of poverty in elderly households in Israel, relating to their income sources and to their highly eclectic nature. To facilitate an examination of their economic situation, the elderly population in Israel is categorized by present retirement age, starting from which this population largely no longer participates in the labor force. The retirement age in Israel, which likewise affords entitlement to an old-age allowance, has risen over the years. Until 2003 it was 65, and women were granted the right to retire and to enjoy an old-age allowance already at age 60. Since then, the retirement age has risen to 67 for men and to 62 for women.
1. Characteristics of Households in which the Elderly Reside
Since poverty is measured in terms of households, we must first characterize the households in which the elderly reside. Most of the elderly live in households headed by persons who have reached retirement age (henceforth, “the elderly”). Data about households of the elderly in Israel, such as NII poverty figures, are generally presented in relation to households headed by the elderly. Yet there are also “mixed” households, or “extended” households, inhabited by elderly persons who have left the workforce, alongside young people still economically active. In some such households, elderly couples live alongside younger families. For example, you can find middle-aged people with their children, living alongside their elderly parents. These living arrangements affect the poverty picture, and the differences between different social groups in accordance with the makeup of the households in which the elderly population resides. Figure 1 presents poverty figures in Israel [2] between 1997 and 2011, distinguishing between three types of households:
(1) Households in which the head of the house or his/her spouse has reached retirement age (henceforth: households headed by the elderly); (2) households whose residents have reached retirement age – whether as heads of the households or as part of an extended family – such that such households include the first group as well; (3) “young” households, containing no individuals of retirement age.
26% of Israeli households include elderly residents who have reached retirement age. About 18% of households are headed by the elderly. The elderly in Israel constitute 10% of the population, and most of them (71%) live in a household that they head. [3]
Several interesting conclusions emerge from comparing the three types of households. From a comparison between households inhabited by the elderly and younger households, it emerges that in the early years of testing, poverty rates in elderly households were noticeably higher than those of younger households: about 22% versus about 15.5%, respectively, according to data from 1997. Since then, there has been a constant rise in poverty rates amongst younger households, versus a decrease in these levels amongst elderly households. At the same time, poverty rates have become more volatile over the period, both amongst the general population and amongst the elderly, especially since 2003, due to economic shake-ups and changes in welfare policy and in the level of general inequality in Israel. Thus, for example, the elderly have experienced vicissitudes in governmental allowances. In the long term, those allowances have been on the rise, but between 2002 and 2004 there were cutbacks whereas in later periods the allowances were expanded (Azari and Stier, 2014).
One result of these changes was an upheaval in poverty-level trends. The number of impoverished households is on the rise amongst the younger populace – from about 18% in 1997 to about 21% in 2011. Poverty rates particularly increased amongst younger people from the end of the nineties until the middle of the last decade, and then it stabilized. The picture among the elderly is different. At the start of the period, poverty rates in this population were higher than those of the younger (about 22% versus about 18% respectively in 1997), yet from 2001 the trend changed, ultimately reaching about 16% versus 19 percent respectively in 2002. Since then there has been a salient rise in poverty rates amongst both groups, although it has occurred more rapidly amongst the younger populace. Today, 17% of households in which the elderly reside live below the poverty line, versus 21% amongst households that have no elderly inhabitants.
From a comparison between households headed by an elderly person and all households in which the elderly reside, a similar trend emerges of changing poverty rates over time. Yet poverty rates in households headed by an elderly person of retirement age are consistently higher. There, poverty rates fell below those of younger households only in 2009. It thus seems that residences of the elderly living in extended families with other family members who are in the work force have the ability to limit the level of poverty and they constitute the way to deal with economic hardships. This topic shall be discussed at greater length below. From the comparison it emerges that the official data of the NII as presented in Israel regarding poverty amongst the elderly (for example, in the yearly surveys), are slanted to a certain degree, for they present only the households headed by the elderly, and ignore the sizable number of elderly who live with younger family members.

As noted, the relatively low poverty rate amongst the elderly would seem to derive from the level of governmental support they enjoy; their widespread entitlement to employment pensions; their economic activity in the workforce and from the make-up of the households in which they live. These assumptions shall be discussed at length below.
Numerous studies show that the “poverty line” is only one parameter of economic health, and there is great variety within the population defined as poor, i.e., that lives below the poverty line (see, for example, NII, 2013). In order to assess the situation of the poor, we must examine the “depth of poverty”, that is, just how far below the poverty line they are. “Depth of poverty” is measured in terms of “the poverty gap ratio” – the gap between the average income of poor households and the poverty line (NII 2013). The greater this ratio, the lower one’s placement below the poverty line, attesting to greater poverty. Figure 2 presents the average depth of poverty in households having no individuals of retirement age, versus within households inhabited by at least one person of retirement age. The curves present the distance of each of the two types of households from the poverty line, in percentages.

The picture of the poverty gap raises two important findings. First, poverty is less deep in households with elderly residents than in those with no elderly residents. Thus, for example, in 2011, the average income for poor households inhabited by the elderly was 24% below the poverty line, as opposed to homes not inhabited by the elderly, where it was 36% below the poverty line. Relatively small gaps were registered between the two types of households at the start of the period (1997) – 20% versus 29% respectively. That small gap can, on the one hand, be attributed to the universal old-age allowance and the income supplement that enable most of the elderly, even those who do not succeed in escaping poverty, to enjoy a standard of living resembling that of households not having any elderly, and facing less economic hardship. On the other hand, it can be attributed to the fact that most elderly households are smaller than those of the younger population.
Yet the two types of households have registered an increase in the depth of poverty over the years. The average depth of a poor person’s income beneath the poverty line has increased from 29% in 1997 amongst younger households, to 36% today. Amongst households with elderly residents, poverty has deepened from 20% to 24% beneath the poverty line. In other words, amongst younger households, not only has the depth of poverty increased over time, but the gap between themselves and elderly households has worsened. Amongst the elderly there has been a noticeable decrease in poverty, but the poverty gap ratio for those under the poverty line has increased. We can therefore conclude that despite that decline, and despite the rise in governmental transfers to the elderly – most of which, as noted, are universal in practice – the plight of those elderly persons classed as poor is, on average, worse than in the past. To understand the factors behind this worsening, on the background of the general decline in poverty rates of the elderly, we must examine the social characteristics of the population as well as the income sources at their disposal. These factors shall be discussed later in the chapter.
2. Income Sources of the Elderly Population in Israel
The discussion in this section shall focus on income sources of the elderly population in Israel and on the extent to which changes in poverty rates and in their depth below the poverty line can be attributed to changes in income sources.
Households including elderly persons have three main income sources: (a) governmental support, especially the old-age allowance paid to the elderly at large; (b) employment pensions; and (c) work by the elderly themselves, those still active in the workforce, or other household members of work age who participate in its economic activity. Another possible income source for these households is capital income. Over the years, a number of important changes have transpired regarding income sources in households inhabited by the elderly: (a) the percentage of elderly living in households receiving income from employment pensions is on the rise. In 1999, employment pensions were paid to 48% of those reaching retirement age, versus 51% in 2011 (see Figure 7 below); (b) Over the years there has been a rise in the percentage of workers who do not leave the workforce at retirement age. Kimhi and Shraberman (2013) show that workforce participation amongst 65-74 year-old men rose from 20% in 2000 to 30% in 2011, and simultaneously female participation in the workforce in that same age range rose from 7% to 12%. True, part of that rise, particularly amongst men, derives from increased retirement age, yet many elderly persons who have reached retirement age are still involved in economic activity. In the wake of this activity, there has been a rise in the work income of the elderly population. (c) The old-age allowance paid to those of retirement-age has been increased (NII, 2012).
Figure 3 presents the income sources of households inhabited by retirement-age individuals during 1997 and 2011. The Figure relates to gross, adjusted per-capita income, for 2011 prices, such that incomes for the two time periods can be compared. The Figure points to three income sources of similar weight amongst households inhabited by retirement-age individuals: work income; employment pension income and government allocation income. These three components have risen over time, with the rise in the standard of living, yet the relative weight of each remains similar – in 1997, pensions reflected 28% of per-capita, adjusted, gross incomes, and in 2011 their weight had risen to 30%. Employment income in 1997 was 37% of the total per-capita, adjusted, gross income, and it decreased to 34%. As for government support, that found expression in 35% of per-capita, adjusted income in both periods. Over time, income from capital rose somewhat as well. The rise in all the income sources point to an improvement in the economic state of households inhabited by the elderly, and to a great extent also explains the decrease in poverty rates.
In comparison to households of the elderly, there have been minor changes in adjusted per-capita incomes in households not inhabited by elderly individuals. As expected, in these households, most of the income derives from work, for the population in question is of work age. Only a minority of the income derives from governmental or other sources. The interesting point is that while in elderly households there has been a noticeable rise in adjusted per-capita income, the rise in younger households has been more modest and has entirely derived from changes in work income, for the government has not increased support during the years that were examined, and has even cut back on major allowances to this population, such as the child allowance. In the final analysis, a picture is formed of a very similar income level between the younger households and those of the elderly, in light of increased income to the elderly. Figure 3 shows that the increase in the income of elderly households between these two time junctures derived chiefly from the increase in pensions (by 47%) and government support (37%).

As noted, most of the elderly do not participate in the workforce, and their main income derives from employment pensions, savings and governmental allowances. As emerges from these data so far, it would seem that in the two time periods, the old-age allowances reflect about a third of the income to elderly households. This brings with it an increased standard of living and a decrease in poverty in some households.
Indeed, within the elderly population, there is great importance to governmental income sources, especially since a sizable segment of this population has no other income sources. Figure 4 presents the decline in poverty rates after transfer payments and tax deductions, for the retirement-age population at large, in comparison to the pre-retirement-age population, as well as for households with elderly members as compared to those without. The Figure shows that allotments and tax deductions recognizably cut down on poverty amongst the elderly in comparison to the younger population. Thus, for example, in 2011, allowances and tax breaks contributed to decreasing poverty rates amongst the elderly by 65%, whereas amongst the younger population, households containing no elderly individuals, allowances and tax breaks decreased poverty rates only by about 20%, and even less than that amongst individuals living alone??? [This is my translation of פרטים, and I am not sure if the words “living alone” are appropriate] The welfare system was thus shown to be very efficient at eliminating poverty among the elderly, yet while the government’s influence in this realm is fairly stable, over the course of time other salient trends are reflected amongst those younger, and it would appear that the government's influence in decreasing poverty amongst younger households has been decreasing. Thus, the taxation system and governmental transfers contributed to limiting poverty amongst younger households by about 38% in 1997, versus only about 20% in 2011. These differences derive largely from cut-back to child allowances and other benefits to the younger population, whose social characteristics, especially family size, place them at a higher risk of poverty (NII, 2012).

In conclusion, poverty rates amongst the elderly population in Israel are low in comparison to those of the younger population. Thanks to universal allowances and to governmental support of the elderly lacking other income sources, the welfare system succeeds in decreasing poverty amongst this population more than amongst those younger.
3. Heterogeneity amongst the Elderly
As amongst the general population, also amongst the elderly there is great variety in terms of social makeup and the makeup of households. That variety is largely tied to differences in how accessible income sources are to them, and to the risk its members run of becoming impoverished. In this section we shall discuss in detail three segments of the elderly population: (1) "veterans", consisting of Jews who were born in Israel or who arrived before 1989; (2) the population that moved to Israel from the former Soviet Union after 1989; (3) the Arab Israeli population. Figure 5 presents the break-down of these three groups at two time junctures – 1997 and 2011. In recent decades, the relative percentage of veterans out of the entire elderly population in Israel has decreased: from 74% in 1997 to 65% today. In contrast, the relative percentage of the other two groups has registered an increase: from 18 to 21 percent for elderly immigrants from the former Soviet Union – most of which predates 2005; and from 6 to eight percent for the elderly Arab population.

These demographic changes influence the picture of poverty and inequality in the elderly population, for a sizable portion of the immigrants from the ‘nineties arrived in Israel as elderly, and did not succeed in accumulating real pension points. Their increased share in the elderly population greatly increases the percentage of the population that relies chiefly on governmental support. This group is also characterized by low employment rates and by an equally low income level relative to the veteran group (Kimhi, Shraberman, 2013). The number of elderly in the Arab Israeli population is very low in comparison to those younger, due, on the one hand, to high fertility rates, and to low life-expectancy among their elderly on the other (Yisrael, 2013). The Arab Israeli population thus reflects a small minority out of the elderly population in Israel. At the same time, since poverty rates amongst Arab Israelis are very high, one can assume that their elderly face more severe economic difficulties than do the elderly of the other two groups. Likewise, this group has the lowest rates of participation in the workforce beyond retirement age, compared to the other two elderly population groups in Israel (Kimhi and Shraberman, 2013).
An examination of poverty rates amongst the elderly from the three groups (Figure 6) indeed shows sizable differences between them, both in poverty rates and in long-term trends: poverty rates amongst elderly Arab Israelis are the highest – about 60% of them are below the poverty line, compared to the infinitely lower levels of the Jewish population – about 18% of immigrants from the former Soviet Union, similar to the general elderly population, and just 11% among veterans. In long-term trends, recent generations show a certain decline in poverty rates amongst veterans, and, in recent years, also in poverty rates amongst immigrants from the former Soviet Union. By contrast, amongst the elderly Arab Israeli population, poverty rates are high and stable – about 50% in most years measured, although decreases were recorded in the initial period, followed by an increase to 60% in 2010 and a small decrease since then.

The decrease in poverty rates amongst households of veterans apparently reflects the increasing rate of elderly persons who have accumulated pensions during their lifetimes. Figure 7 presents the percentage of elderly, from retirement age and upward, who live in households that enjoy pension income, out of the entire elderly population. This Figure accentuates the sizable difference between the three groups – about two-thirds out of all retired individuals in the Jewish veteran population benefit from a pension component in their household income, a rise of about 2.5 percentage points since 1999. By contrast, only 20% out of all immigrants from the former Soviet Union and less than 15% of elderly Arab Israelis benefit from any pension payments. As far as immigrants, there is a noticeable rise in the percentage of those entitled to pension payments, in accordance with the length of their presence in Israel and their accumulated rights over time. It is harder to come to any conclusion about the Arab Israeli population due to its relatively small dimensions, although the picture that emerges from the Figure is that of a fairly low rate of pension receivers amongst elderly Arab-Israelis.
The low rate of pension coverage of Arab Israelis derives from the ongoing difficulties of this population group in the workforce, and their great vulnerability. In the past, as well, Arab Israelis did not enjoy high employment rates in organizations bound by collective wage agreements and pension arrangements, and it may well be that changes in the employment arrangements in the economy, and especially the transition to employment by way of manpower companies, temp agencies, cutting down on employment of blue-collar workers and the decreased power of organized labor in general hurt the Arab Israelis more than other groups.

One of the central factors in preventing poverty amongst the elderly is pension eligibility. The poverty rate amongst households inhabited by at least one person entitled to a pension stands at 2% total. By contrast, in households including elderly persons with no pension income, poverty rates are relatively high, although there can well be other forms of income, like income from work or from capital, as emerged from Figure 3. Figure 8 presents trends in poverty rates for the years 1997-2011 amongst the elderly for the three population groups in question, compared to the population at large. The Figure shows that amongst Arab Israelis who live in households without pension income, poverty rates reach 65%, with small changes over the period. Amongst veterans poverty rates are assessed at 35%, but there is a definite downward trend in recent years, whereas amongst those from the former Soviet Union living in households with no one receiving pension income, the poverty rate is low compared to the two other groups – about 18% -- similar to the level observed amongst the entire elderly immigrant population. In that population, we note a rise in poverty rates at the start of the ‘2000’s, yet similar to the trend for veterans in recent years, there is a decrease in poverty rates.
The relatively low poverty rate in this group derives from the eligibility of immigrants from the former Soviet Union for supplemental income and others forms of support.

4. Living Arrangements amongst the Elderly Population
One way of dealing with poverty and economic want, as well as with physical and social hardships, often the lot of the elderly, is shared residences with working-age relatives (Phua, McNally and Park 2007; Lee 2009). Most of the elderly in Israel maintain independent households, and most of them own their own apartments. In about 80% of households inhabited by the elderly, the head of the house or his spouse has reached retirement age (henceforth: “households headed by an elderly person”). Conversely, 20% of households in which the elderly reside are households “headed by a younger person”, i.e., households headed by a working-age individual.
Figure 9 compares poverty rates for households inhabited by the elderly and headed by a working-age individual for two time periods (1997-1998 and 2010-2011), for the three elderly population groups under discussion – veterans, immigrants from the former Soviet Union and Arab Israelis. According to the Figure, in the course of the chosen period, a five percentage point decline was registered for the level of households headed by working-age individual with an elderly person living with them. A sizable percentage of this decline can be attributed to the living arrangements of immigrants from the former Soviet Union, who in the first years of their arrival in Israel made a great deal of use of extended living arrangements, yet who as the years passed established separate households. Indeed, as the Figure shows, in 1997 half of the elderly Soviet immigrants lived in extended households, whereas today only 30% live under such arrangements. Also amongst Arab Israelis the phenomenon of joint residences for the elderly in households headed by the young is widespread. Here as well, there has been, since the end of the ‘nineties, a trend towards a decline in the number of elderly living in young households – from 48% to 32%. Amongst veterans, the percentage of joint homes is lower (15%) and relatively stable over time.

How do living arrangements influence poverty rates within the elderly population and can these living arrangements be viewed as a strategy of families (be they elderly or younger) for dealing with the scourges of poverty?
Figure 10 presents the percentage of households under the poverty line during 2010-2011, regarding each of the three groups: veterans, immigrants from the former Soviet Union and Arab Israelis, both amongst households without any elderly and amongst households with elderly but headed by working-age individuals, versus households headed by the elderly. The left side presents the percentage of poor households according to disposable income, i.e., after paying taxes on the one hand, and, on the other hand, after receiving allowances and benefits. The right side relates to economic income. From a comparison of the number of poor households with their disposable income, it emerges that in extended families headed by a working-age individual, i.e., in households inhabited also by retirement-age persons, the number of poor households is lower by dozens of percentage points than in those headed by the elderly. Living arrangements of extended families are characterized by households with lower poverty rates.
The differences regarding percentage of households under the poverty line are particularly salient amongst the more vulnerable populations – Arab Israelis and immigrants from the former Soviet Union. In the general population, for the group that resides in households headed by an elderly person, the figure 19%, versus 10% in households inhabited by the elderly but headed by a person of working age. This difference in percentages according to housing arrangements is consistent for all the groups: amongst veterans, the percentage of poor households headed by an elderly person is 13%, versus 8% for households inhabited by the elderly, but headed by a person of working age. Amongst immigrants from the former Soviet Union, the percentages are 21% versus 5% respectively, and amongst Arab Israelis – 68% versus 40% respectively.

These differences likewise stand out when examined in terms of economic income. Practically speaking, from a comparison of the difference between poverty rates for economic income versus disposable income it emerges that the influence of governmental transfers and tax breaks to elderly Arab Israelis and immigrants from the former Soviet Union is more noticeable amongst those living in extended families headed by the young than in families headed by an elderly person. Amongst elderly immigrants from the former Soviet Union living in households they, themselves, head, governmental allowances and tax breaks limit the number of poor households by 76%, whereas amongst elderly persons who reside in households headed by young people, the decrease is by 85%. Amongst Arab Israelis the decrease is recognizably less in both types of families, although the trend is similar – 23% and 32% respectively, whereas amongst veterans, there is no actual difference in the decrease in poverty, and it reaches 69% and 67% respectively.
An examination of income sources for both groups – households headed by an elderly person and those headed by the young – points to the importance of housing arrangements, especially within a population entirely dependent on government allowances. Income sources of each of the three elderly population groups examined are presented in Figure 11. From the Figure it would appear that the main income in households headed by retirement-age persons derives from pensions and from governmental support. A smaller portion of income derives from work or from capital gains. As presented above, Figure 11, as well, shows that the chance of retirement-age individuals living in households they, themselves, head, to found under the poverty line is higher than that of elderly persons living in extended families, i.e., in households headed by working-age persons.
In terms of the income level of households inhabited by the elderly, it would appear that the income total from pensions in households headed by an elderly person amongst the veteran Jewish population, reaches 2,309 shekels per month as an adjusted, per-capita average, versus 1,036 shekels adjusted per capita in households headed by working-age persons. Also in terms of the nominal income levels of households (see Figures 2 and 3 in the Appendix), it emerges that the total income from pensions in households headed by an elderly person is 3,984 shekels, with 62% of this elderly population having some income from a pension, versus 2,877 shekels in extended households including an elderly person. In these households, only 54% of the elderly have pension income. In other words, those elderly who live in extended families have relatively lower pension incomes, and we can imagine that were they to establish their own, independent household, their standard of living would be lower still, especially considering that the general standard of living of households headed by an elderly person amongst the veteran population is higher than that amongst households headed by younger persons with elderly persons also living there. The average adjusted per-capita income in households headed by an elderly person is 6,600 shekels per month versus 5,600 shekels in a household headed by a younger person. In households headed by an elderly person governmental support finds greater expression, both due to a higher percentage of both spouses receiving an old-age allowance, and because on average, these elderly persons have accumulated a higher level old-age allowance (for details on eligibility to old-age allowances, see Azari and Stier, 2014; NII, 2012). Also their income level deriving from capital gains is higher. By contrast, as expected, the income level from work is higher in households headed by a working-age person.
The picture is fairly different in the other two groups, in which, a priori, their eligibility to a pension and the size of their pensions are recognizably lower than that of the veteran population (see also Appendices 2 and 3). Amongst immigrants from the former Soviet Union, there is almost no difference in adjusted per-capita pension income amongst the two groups of households, and even though the level of government support is higher amongst the population that maintains a household headed by a retirement-age person, their standard of living falls below that of families headed by a person of working age, in which the main income comes from work. Also, amongst the Arab Israelis-Israeli population, the standard of living in the framework of the extended family is higher than in households headed by an elderly person. True, in households headed by an elderly person, there is higher income from pensions and from capital gains, and more governmental support, but the standard of living of such households falls appreciably below that of households headed by persons of working age: an adjusted, average, per-capita sum of 2,500 shekels per versus 3,000, respectively.
Interesting differences arise when comparing households inhabited by retirement-age individuals versus households headed by individuals of working age and not including the elderly. Amongst the Jewish veteran population, households without retirement-age individuals enjoy a higher income level, most of which derives from the workplace. Their standard of living resembles that of elderly persons who head their own households and it is higher than that of extended households. The difference between the two types of households is particularly salient regarding work income – 5,743 shekels adjusted per capita in young households, versus 3,062 shekels adjusted per capita in extended households. A similar picture likewise presents itself regarding nominal incomes (see Appendix 2). From this comparison it can be concluded that shared housing also affords the young individuals in the household a higher standard of living on average. Thus, with a relatively low addition of individuals, the household enjoys a higher level of governmental support. This conclusion is strengthened when we look at such households amongst immigrants from the former Soviet Union and Arab Israelis. In both cases, the income level from employment in extended households falls below that of households in which there are no elderly individuals, but the level of governmental support is recognizably higher in extended households, and it compensates the lower level of work income. Thus the two types of households achieve a similar income, and amongst the Arab Israelis, the extended family achieves a higher standard of living than that of the other two types of households.
We can thus conclude that extended living arrangements, which are apparently more prevalent amongst low-income families, make a sizable contribution to improving the living conditions of the elderly population amongst economically more vulnerable groups – in this case Arab Israelis and immigrants, groups that have not built up pension rights as a real income source. The point is further strengthened when we take into account that amongst these groups, a sizable share of households headed by the young, but inhabited also by the elderly, are not necessarily well off (as was presented above, the adjusted per-capita income level is lower amongst Arab Israeli and immigrant households in the two types of residences, than it is for Jewish veterans). Moreover, it has to be assumed that this equation for a shared residence contributes not only to raising the living standard of the younger family, with the contribution going to the family both from pensions and from governmental support, such that this residential arrangement can be viewed as a strategy for avoiding poverty and for a rise in the living standard for the entire family, young and old alike.

Spotlight: International Comparisons regarding Poverty amongst the Elderly
As Ben-David and Bleikh; Gornick and Janti (2011) and many other past studies showed, most developed countries decrease poverty through economic income to a much greater extent than Israel. Figure 1 presents poverty percentages regarding economic income and disposable income for 2010 by age group. Looking at the poverty rate for “economic income”, i.e., ignoring governmental intervention from tax breaks or welfare, Israel is rated as a little bit below the OECD average – with a 28% poverty rate versus an average of 29%, with fifteen countries with greater poverty rates. Yet when the poverty figures are examined for disposable income (after governmental intervention), the situation is entirely different. In Israel the poverty rate for disposable income is the highest – 21% versus 12%, the average for developed nations. It thus emerges that Israel’s taxation and welfare authorities decrease the percentage of poor households as far as economic income by just 25%, versus an average of 65% in developed nations.

The picture becomes even sharper when we discuss the economic plight of the elderly. As can be seen, poverty rates calculated on a basis of economic income amongst the elderly are lower in Israel compared to other countries (47% versus an average of 74% in OECD countries). Yet the poverty rates for disposable income place Israel near the top: 21% of all elderly are under the poverty line, versus 12%, the OECD average. The taxation and welfare authorities decrease poverty amongst ages 65 and upward as far as economic income by only 55% versus an average of 84% in developed countries.
Can we conclude that Israel’s welfare policy is inefficient even as far as the elderly population? The answer to that is complex, for we must take into account the economic income structure in every country. When we deal with the working-age population, economic income is mostly composed of income derived from work, a fact that applies for all countries. By contrast, there is a great difference in the economic income structure of the elderly population, deriving from unique pension and allowance arrangements for each country.
The pension system in Israel is composed of three levels: the first level is based on NII allowances, including a universal old-age allowance, and a supplemental income allowance earmarked to ensure a minimal level of subsistence after retirement age. The second level is composed of an employment pension, amassed over the course of an individual’s employment. The third level depends on the individual’s own initiative and on his ability to amass additional savings beyond the employment pension (Ahdut and Spivack, 2010). In 2008, a reform was set in place requiring employers and workers to set aside money from wages to a pension fund. Nonetheless, most of today’s employment pension payments derive from pension arrangements that predate this reform. Unlike in Israel, in most developed nations, there is a pension system based largely on universal governmental insurance. By contrast, the weight of employment pension plans differs between countries, and in some, it is relatively small. In a situation in which financing retirement-age individuals is chiefly done communally, the share of economic income in relation to all incomes at large amongst the elderly is low. Therefore, poverty percentages regarding economic income amongst the over-sixty-five population are sizably larger in those countries than in Israel, as emerges from Figure 1.
To assess the efficiency of the governmental transfer system, we must examine its degree of influence on the elderly population compared to the population at large, or, alternately, in relation to the working-age population. Israel is characterized by a relatively young population. The percent of people 65 and above within the population is relatively lower than in other countries. According to OECD data, the weight of people 65 and older in Israel is about 10% out of the entire population, versus about 16%, the OECD average. Population makeup influences poverty percentages for economic income amongst the population at large – in countries in which economic income of the elderly is low or even negligible compared to other incomes, due to pension policy, and the elderly make up a large percentage of the population – then poverty percentages for economic income will be high regarding the population at large as well, and vice versa.
If we take into account that poverty percentages as far as economic income in the general population in Israel (28%) are similar to those in developed nations (29%), it is easy to see that the contribution amongst those 65 and older to the general poverty rate regarding economic income in the developed nations is significantly higher than that of Israel. Regarding economic income, the difference between Israel and the developed nations vis-à-vis composition of poor populations can provide an explanation of sorts regarding the array of considerations and constraints faced by decision makers regarding policy for decreasing poverty. Thus, for example, the developed nations are faced with an elderly population that is constantly increasing, and that constitutes a large electoral power; a working-age population that is decreasing in size, chiefly due to low birthrates; and a historic social contract according to which the state has a central and important role in funding old-age pensions by way of regular employee payments [bechol rega natun??? At any given moment?. Not clear to me what is meant]. By contrast, Israeli decision makers are faced with an elderly population whose relative percentage – and perhaps relative political power as well – is small, coupled with high poverty rates amongst working-age families, and especially amongst large families.
This picture in Israel is entirely different from that of the developed nations, and suggests different modus operandi for decreasing poverty. Thus, for example, the developed nations are committed to preserving a similar level of universal pensions for the present generation of the elderly, even though this is likely to increase the ongoing payment burden of the younger generation. This is the case because the elderly have no other income sources, nor is there any expectation that they will go out to the workforce. Moreover, the array of pension payments is socially embedded and accepted as a behavioral norm. Changes involving sharp cuts in universal pensions are liable to constitute a source of political pressure and social unrest. Thus, poverty data points to a great emphasis on lowering poverty rates amongst those 65 and older (84%) in developed nations. Taking into account their large weight in the general population, the general poverty rate is likewise recognizably decreased for disposable income.
By contrast, the challenges regarding poverty in Israel are different in many senses. The large families constitute a significant portion of the poor population. From an economic standpoint, it is harder to support large families than smaller ones, as with families consisting of the elderly. From this standpoint, the system of transfers has a hard time significantly decreasing poverty. Therefore, even the degree to which the poverty rate is decreased for economic income in the population at large is much lower in Israel than in developed countries.
In conclusion, the security nets of the developed countries, which for many in Israel are a model for emulation, are, indeed, effective for decreasing the degree of poverty as far as economic income, yet they do not succeed in removing from the agenda the fundamental demographic problems that threaten their economic stability. The difference between Israel and these developed nations finds expression in the composition of the poor populations and in pension policy regarding the elderly. In light of the aforementioned, it is very likely that an international comparison of poverty indices will present a partial or slanted picture of the gaps that actually exist.
In Conclusion
This chapter surveyed the economic situation of the elderly population in Israel, with the aim of understanding to what degree that group is successfully rescued from poverty, and what resources stand at its disposal. The chapter likewise dealt with examining differences between social groups within the elderly population. From our findings it emerges that poverty rates within the retirement-age population are lower than those in the general population of Israel, which in 2011 stood at about 20%, and low in comparison to the younger population. The welfare system, especially the system of old-age allowances awarded to all those who cease work at this age, operates as an efficient mechanism for rescuing people from poverty, as opposed to other support systems granted to the younger population. This finding attests that old-age allowances in Israel are efficient at extricating people from poverty and at improving the standard of living of this vulnerable population group, both because they cover the entirely elderly population and because they have been less eroded than other allotments over the years.
At the same time, despite the entitlement to old-age allowances, not all elderly population groups succeed in living above the poverty line. The main finding in this project is the fact that income deriving from pension savings is the most central component in improving the standard of living within the elderly population, and in affording economic security during old age. Amongst elderly persons living in households enjoying pension income, poverty rates are the lowest. Lack of a pension largely explains the economic vulnerability of immigrants from the former Soviet Union, for they have not succeeded in accumulating pension savings during their stay in Israel, and of Arab Israelis who have worked in the Israeli work place, and who are largely characterized by the lack of a pension. It can be surmised that once an obligatory pension is set in place in Israel, the economic standing of many elderly people will improve in future generations, although it must be recalled that the size of pension savings is a direct result of wage size and of the worker’s employment history.
The present study points to the great importance of living arrangements of the elderly population, an issue often ignored when the economic condition of this population is being examined. Thus, for example, the official data of Israel (the data of NII, as emerges from their yearly surveys), relates to the households of the elderly, or to the households of working-age individuals, but does not relate to the extended group. Shared residences are an accepted strategy for overcoming economic difficulties, both of younger people and of the elderly, as also appears in international research (Phua et al., 2007; Lee, 2009; Isengard and Szydlic, 2012). This sort of living arrangement allows elderly persons with a paucity of income sources, especially those lacking pension income, to improve their standard of living, for in the absence of income from work or a pension, they were liable to be more exposed to poverty and want. A combination of income from the work of younger people living in the household, with governmental support to which the elderly are entitled, raises the standard of living of the entire household, and indeed, this strategy of extended residences is more widespread amongst groups that are economically vulnerable – Arab Israelis and immigrants from the former Soviet Union (Burr et al. 2012). At the same time, there may well be other reasons for shared residences beyond the economic motive, such as cultural, health or social factors. Yet it appears that governmental support, per se, cannot guarantee economic independence to those elderly persons lacking any income from pension or from other sources.
