Chapter 1 Introduction
The Eclipse 4660 Purge-and-Trap Sample Concentrator collects and transfers volatile
organic compounds (VOCs) to a gas chromatograph (GC) or GC/mass spectrometer
(MS) for analysis. It purges volatiles from water, soil, solids, and air (in tubes) for
concentration onto a sorbent trap in compliance with USEPA, ISO, and other regulatory
protocols. The sample transfer line connects to either a GC injection port, OI Analytical
Low-Dead-Volume Injector™, or directly to the GC column using a low-volume union.
Operating Principles
The Eclipse purges (sparges) VOCs from liquid, solid, or gaseous (from a solid support)
samples using a regulated flow of inert gas for a fixed time period. Analytes stripped
from the sample (or transferred from an upstream autosampler) concentrate onto a
cooled sorbent trap specific for the application. The trap heats rapidly and a valve
switches, desorbing the analytes as a “plug” onto the GC column using a reversed
carrier gas flow. The Cyclone Water Management™ system keeps most of the water
transferred from the sample matrix to the trap during sparging in the concentrator.
Lastly, the residual compounds and trapped water bake out and vent, reducing
interference with subsequent reconcentration, separation, or detection of analytes.

The main goal of technical diagnostics of linear parts of gas pipelines (LP GP) is to timely detect variances of its technical state: interference with ambient environment, assessment of pipeline remaining life as well as selection of the most effective repair procedures and measures to provide safe operation and performance of LP GP.
LP GP diagnostic maintenance is provided by gas transportation companies and specialized service organizations. The diagnostics action plan implemented at the stage of gas pipeline operation consists of:
• Surveillance, optical and laser monitoring of gas leakage etc.;
• Real time control and measurement parameters (monitoring) by stationary built-in meters;
• Periodical meterage including intensive electrometric surveys, geodesic gas pipeline positioning, stressed-deformed state definition etc.;
• Periodical in-line inspection including control of pipe geometry, its corrosive condition, crack detection etc.;
• Assessment of technical state of LP GP on the basis of compilation of survey results, conducted studies, post-event analysis of occurred failures and breakdowns;
• Predicting of controlled gas pipe section operational life;
• Predicting of failure-proof gas pipe operation with recommendations to do random repair and reconstruction of gas pipeline;
• Creation of data banks on diagnostics of gas transportation system facilities.
The diagnostic maintenance of LP GP is implemented on the basis of the Pipeline Diagnostics Plan approved by the “Nord Stream AG” Company in terms of necessary frequency of gas pipeline sections technical condition diagnostics, providing their reliable and safe operation. It is then submitted to “Gasprom” OJSC for information. On the basis of available diagnostics information there are reports on technical state of LP GP compiled which then are submitted to diagnostic centers and “Gasprom” OJSC.

Парк оборудования подавляющего большинства современных производственно-торговых предприятий и офисных комплексов включает агрегаты и машины с электродвигателями переменного тока. В процессе эксплуатации электродвигателей с нагрузкой могут возникать повреждения отдельных их элементов, что в свою очередь приводит к преждевременному и «аварийному» выходу оборудования из строя. Потери от эксплуатации неисправных электродвигателей и внезапного выхода ответственного оборудования из строя слишком дорого обходятся бюджету предприятия. Кроме этого, несоблюдение предприятием договорных обязательств, оказание некачественных услуг (в т.ч. по причине сбоев в работе основного и вспомогательного оборудования) приводят к ухудшению его имиджа и репутации.
Основной задачей технических служб предприятий в области эксплуатации электродвигателей является обеспечение заданного уровня надежности электродвигателей - путем выявления неисправностей на ранней стадии их возникновения, отслеживания динамики развития неисправностей, определения и планирования рациональных сроков проведения ремонтов. Так, например, на предприятиях нефтегазового комплекса, атомных электростанциях и т.п., необходимость заблаговременного выявления и мониторинга неисправностей труднодоступных ответственных электродвигателей и связанных с ними механических устройств связана с обеспечением безопасной эксплуатации этих сложных систем в целом.
Обеспечение надежной и безопасной эксплуатации электродвигателей невозможно без применения системы (как совокупности методов и средств) точной диагностики их состояния. Система технической диагностики должна включать в себя регулярный мониторинг (контроль) технического состояния электродвигателей, поиск дефектов и повреждений, определение степени опасности дефектов и оценку остаточного ресурса оборудования.
Для предприятий, осуществляющих специализированное сервисное обслуживание и ремонты электродвигателей, задача проведения диагностики состояния электродвигателей не менее актуальна. Один из этапов при выполнении сервисных и ремонтных работ - мониторинг и оценка фактического состояния оборудования, исходя из которого определяются объемы и сроки необходимых регламентных работ. Тем самым, от точности и эффективности проведенной диагностики напрямую зависят качество и стоимость работ и услуг и, как следствие, финансово-экономические результаты предприятия, а также конкурентоспособность его услуг.
Существующие методы диагностики электродвигателей переменного тока и их ограничения
К основным требованиям, которым должен отвечать «идеальный» современный метод диагностирования состояния электродвигателей, можно отнести:
•высокая достоверность и точность выявления неисправностей и повреждений электродвигателя;
•возможность обнаружения всех или значительной части электрических и механических повреждений электродвигателя и связанных с ним механических устройств;
•возможность проведения диагностических измерений дистанционно, что актуально в тех случаях, когда доступ к оборудованию затруднен;
•низкая трудоемкость диагностических работ (измерений) и простота проведения измерений;
•возможность проведения аналитической обработки полученных результатов измерений за короткое время - с применением вычислительных и программных средств.

The equipment stock of many modern manufacturing, trade enterprises and office buildings includes equipment and machinery with AC electrical motors. Certain elements may be damaged during the on-load operational process of electrical motors resulting in its turn to premature breakdowns and failure of equipment. Losses from operation of non-serviceable electrical motors and sudden failure of critical equipment will cause heavy costs of the enterprise budget. In addition, non-compliance with contract obligations by the enterprise, poor services (i.e. on fault detection of the basic and auxiliary equipment) results in deterioration of its prestige and reputation.
The main objective of technical departments of enterprises in operation of electrical motors is to maintain their reliability through fault diagnosis at early stages, dynamics of their further development and scheduling of efficient maintenance. For example, at oil and gas enterprises, atomic power plants etc. timely detection and monitoring of faults of hard-to-reach critical electrical motors and relevant mechanical devices is related to safe operation of these complicated systems as a whole.
It is impossible to ensure reliable and safe operation of electrical motors without a system (set of methods and means) of precise diagnostics. The technical diagnostics system should include regular monitoring (control) of electrical motors technical condition, detection of failures and damages, determination of their hazards and assessment of equipment remaining life.
For enterprises dealing with special maintenance and repair of electrical motors, performance of diagnostics of electrical motors is not less of priority. One of the stages of service and repair works is to monitor and assess actual condition of equipment on the basis of which it is necessary to determine scope and time for required scheduled maintenance. Thus, the quality and cost of works and services and, as a consequence, financial and economic benefits of the enterprise as well as competitiveness of its services directly depend on the accuracy and effectiveness of performed diagnostics.
Available techniques and their disadvantages to perform diagnostics of AC motors
Basic requirements to be addressed by “ideal” modern technique to perform diagnostics of electrical motors may include:
•High reliability and precision in identification of faults and damages of electrical motor;
•Capability to identify all or most of electrical and mechanical damages of electrical motor and relevant mechanical devices;
•Capability to perform remote diagnostics especially useful when equipment is hard-to-reach;
•Low labour intensity of diagnostics (measurements) and simplicity in performing measurements;
•Capability to conduct analytical processing of obtained measurement results within short period of time using computation and software tools.

OBJECTIVE 1. ENVIRONMENTAL LEGISLATION, POLICIES
AND INSTITUTIONS
INTRODUCTION
As it can be seen throughout this report, good environmental policy benefits society by protecting human health and the environment. But for progress to be made across environmental policy areas (whether air quality, water, waste or biodiversity) cross-cutting, systemic flaws need to be addressed. Laws and regulations need to be clear, feasible and enforceable. Policy instruments need to be well designed and packaged. Implementation needs to be supported on adequate compliance assurance strategies. All this requires effective supporting institutions.
Good environmental regulation has also important consequences in terms of achieving political, economic and public administration goals. For those countries aspiring to EU membership, environmental legislation is a major area for convergence. For those countries looking to make the most of globalisation, environmental regulation plays an increasingly important role in guaranteeing a level-playing field for businesses in the global marketplace. For those countries seeking to strengthen the rule of law and improve governance, effective environmental compliance assurance systems help to reinforce the credibility of regulation in general.
Moreover, in coming years the bar for governments in general and for environmental regulators in particular will increase – the public will demand better environmental performance, while businesses will expect policy solutions that minimise compliance costs and bureaucracy.
As of early 2007, EECCA countries still face a large environmental policy and institutional reform agenda. Institutions suffer from weak authority, scarcity of resources, out-dated management, high turnover of professionals and frequent restructuring, thereby lacking both the incentives and means toe ensure the achievement of environmental results. Policies are not generally aimed at achieving specific targets, rely on unreformed or poorly combined instruments and are often dominated by revenue-raising objectives. Environmental legislation is extensive but inconsistent and unenforceable. And compliance levels are very low – almost every on-site inspection discovers one or several violations of varying severity.
This chapter discusses recent progress with environmental policy and institutional reform in EECCA. It has been prepared on the basis of dedicated input by EAP Task Force Secretariat staff. It also draws on the most recent UNECE Environmental Performance Reviews of EECCA countries.
RECENT PROGRESS
Since 2003 strategic environmental planning has been less of a priority in EECCA countries than in the 1990s, when most countries developed major environmental policy documents such as National Environmental Action Plans (NEAPs). Belarus has developed a National Strategy on Sustainable Development (what can be considered a “second generation NEAP”) and Georgia is about to launch a similar process. At the same time, numerous thematic strategies have been formulated, but often in an uncoordinated manner and largely driven by the international agenda and donor support. As a result planning frameworks are still largely unsystematic and incoherent. Local environmental planning is limited to individual initiatives.
In the new policy papers, there has been a clear shift from detailed descriptions of environmental conditions to suggested mitigation measures. However, they are still mostly declarative, rarely establish targets or prioritise planned actions, do not include realistic financial plans and lack evaluation arrangements. At the same time, environmental issues have found their way into other strategic policy documents – in most Poverty Reduction Strategy Papers (PRSPs) environmental protection is featured as a key policy direction.
The ambitious environmental lawmaking kept its pace. Substantive reforms are being guided by international benchmarks, including European legislation (see box 1.1). Lawmaking practices are evolving and include now broader stakeholder consultations in the drafting phase as well as clearer transitional provisions in laws and regulations. But legislative frameworks remain for the most part unsystematic. The development of implementing regulations has been slower and even more inconsistent. The complexity and incoherence of the regulatory system undermines its effectiveness, as the regulated community often does not know and understand the requirements.
In recent years, the idea of reforming environmental quality standards has become politically acceptable. The reform process has started in several EECCA countries – including Armenia, Moldova, Kazakhstan, and the Russian Federation. But reforms are not always coherent – for example, Kazakhstan is trying to combine the EU water quality classification with the old system without turning water quality objectives and standards into management tools.
Progress is also finally taking place in environmental permitting. Environmental authorities have come to realise the deficiencies of the Soviet-legacy permitting system and most countries have started a process of permitting reform, often with industry’s support. Ukraine is planning to align its system with the European norms and will mandate a phased transition to integrated permitting based on best available techniques for large industry and simplified permit requirements for small and medium enterprises. Kazakhstan has consolidated separate medium-based permits into a single document and plans to introduce full cross-media integration of permit requirements for large industry in 2008. But the countries may lack the capacity to implement these are radical short-term change. Several countries (including Armenia, Belarus, the Kyrgyz Republic and the Russian Federation) are drafting regulations to replace environmental quality-based permit requirements with uniform technology-based emission/effluent limits values (ELVs), thereby limiting the discretion of permitting authorities but also eroding the level of environmental protection and the incentives for innovation.

ВВЕДЕНИЕ
Данный отчет свидетельствует о том, что соответствующие природоохранные стратегии являются важными и оказывают положительное воздействие на общество посредством защиты здоровья населения и окружающей среды. Однако, для достижения прогресса в данной области (неважно, говорим ли мы о качестве атмосферного воздуха, воды, управлении отходами или биологическом разнообразии), необходим конструктивный подход к решению многосторонних проблем и наболевших вопросов. Законодательство и нормативная база должны быть более четкими и практичными для реализации. Инструменты экономической политики должны быть комплексными и четко сформулированными. Их реализация должна основываться на соблюдении стратегий по обеспечению соответствующего исполнения норм законодательства по охране окружающей среды. Для осуществления данной деятельности требуется эффективная поддержка природоохранных учреждений.
Надлежащее законодательство по охране окружающей среды также играет важную роль при достижении целей в области политики, экономики и государственного управления. Для стран, стремящихся вступить в ЕС, такое законодательство является одним из основных условий для сближения. Для стран, стремящихся извлечь максимальную пользу от процесса глобализации, природоохранное законодательство также играет немаловажную роль в обеспечении равных условий для ведения бизнеса на мировом рынке. В деятельности некоторых стран по укреплению правоприменительного потенциала и совершенствованию государственного правления, эффективные системы по обеспечению соблюдения норм по охране окружающей среды будут способствовать укреплению доверия к данному законодательству в целом.
Более того, в ближайшем будущем, трудностей для государств в целом, и для регулятивных положений по охране окружающей среды в частности, станет больше – общественность будет требовать более лучшие показатели природоохранной деятельности, в то время как в коммерческой сфере, будут ожидать политических решений, которые смогут сократить расходы на соблюдение природоохранных норм и бюрократические препоны.
На начало 2007 года, страны ВЕКЦА все еще рассматривают программу действий по охране окружающей среды и институциональному реформированию. Природоохранные учреждения страдают от ограниченных полномочий, нехватки ресурсов, устаревших методов управления, высокой текучки профессиональных кадров и частой реструктуризации, вследствие этого, отсутствуют стимулы и средства для достижения результатов природопользования. Как правило, политические стратегии не ориентированы на решение конкретных задач, они основаны на тех же самых или разобщенных инструментах регулирования, где часто преобладают цели по увеличению прибыли. Законодательство о защите окружающей среды охватывает многие аспекты, но является несогласованным и неэффективным. А уровень соответствия достаточно низкий – почти каждое инспектирование на местах выявляет одно или несколько нарушений различной степени серьезности.
В данной главе рассматриваются последние достижения в области экологической политики и институциональных реформ в странах ВЕКЦА. Особый вклад в ее разработку внесли сотрудники Секретариата Специальной рабочей группы по ПДООС. В ней также приводится самый последний обзор ЕЭК ООН о результативности природоохранной деятельности в странах ВЕКЦА.
ПОСЛЕДНИЕ ДОСТИЖЕНИЯ
С 2003 года стратегическое планирование мероприятий по охране окружающей среды было менее приоритетным в странах ВЕКЦА, чем в 90-е, когда многие страны разработали основные документы по природоохранной политике, такие как Национальные планы действий по окружающей среде (НПДОС). Беларусь разработала Национальную стратегию по устойчивому развитию (которая может рассматриваться как “НДПОС второго поколения”), а Грузия готова начать аналогичный процесс. В то же время, было разработано огромное количество тематических стратегий, зачастую несогласованно и в основном под давлением международного плана и доноров. В результате, основы планирования все еще являются несистематическими и несогласованными. Национальное планирование мероприятий по охране окружающей среды ограничивается индивидуальными инициативами.
В новых политических документах, видно четкое смещение акцента с подробного описания условий окружающей среды на предлагаемые мероприятия по снижению отрицательного воздействия на нее.
Однако они носят больше декларативный характер, в редких случаях ставят задачи или расставляют приоритеты по запланированным мероприятиям, не включают в себя реальные финансовые планы и не содержат процедуры по оценке. Тем не менее, проблемы экологии нашли свое отражение в других стратегических документах – в большинстве документов по стратегии сокращения бедности (ДССБ), защита окружающей среды обозначена как основное направление политики.
Природоохранное законодательство не стояло на месте и постоянно развивалось. При проведении основных реформ, руководствовались международными стандартами, включая Европейское законодательство (см. врезку 1.1). На сегодняшний день законодательная практика развивается и включает в себя более обширные консультации с заинтересованными сторонами на стадии разработки, а также более четкие переходные постановления нормативных правовых актов. Тем не менее, законодательная база в большинстве своем до сих пор остается несистематичной. Разработка исполнительных распоряжений по введению в действие нормативных актов осуществлялась медленно и даже несогласованно. Сложность и непоследовательность регулятивной системы подрывает ее эффективность, так как регулируемое сообщество зачастую не знает и не понимает требования.
Совсем недавно, идея реформирования стандартов качества окружающей среды стала политически приемлемой. Процесс проведения реформ начался в некоторых странах ВЕКЦА, включая Армению, Молдову, Казахстан и Российскую Федерацию. Однако реформы не всегда согласованны. Например, Казахстан пытается объединить классификацию ЕС стандартов качества воды со старой системой без трансформации целевых показателей и стандартов качества воды в средства управления.
Наконец отмечен прогресс в системе выдачи разрешений. Природоохранные органы осознали все недостатки постсоветской системы выдачи природоохранных разрешений, и многие страны начали процесс ее реформирования, зачастую при поддержке промышленности. Украина планирует привести свою систему в соответствие с Европейскими нормами и санкционирует поэтапный переход к выдаче комплексных разрешений на основе наилучших доступных технических методов для крупной промышленности и упрощенному режиму выдачи для малых и средних предприятий. Казахстан объединил отдельные разрешения для среднего бизнеса в единый документ и намеревается внедрить комплексную интеграцию требований по выдаче разрешений для крупной промышленности в 2008 году. Однако странам может не хватить возможностей по реализации таких радикальных кратковременных изменений. Некоторые страны (включая Армению, Беларусь, Кыргызскую Республику и Российскую Федерацию) разрабатывают нормативные акты, чтобы заменить требования по выдаче разрешений на основе качества окружающей среды на аналогичные, основывающиеся на унифицированных нормах технологических сбросов / предельно допустимых концентрациях (ПДК). Таким образом, это не только ограничивает полномочия органов, выдающих такие разрешения, но также ослабляет защиту окружающей среды и сокращает количество рационализаторских предложений.
