How to translate the title of the manuscript in English?
Should it be [the effort in promoting the integrity of governance" or "the efforts to promote the integrity of governance"?
Is there a better suggestion?

Efforts by Xinbei to Promote Clean Government
In the translation you need to account for 新北. I don't have he full context of which Xinbei is being discussed and can't tell from the characters if this is in Taiwan or the mainland. Could be New Taibei. From the structure of the phrase though it is Xinbei that is making the effort.

Working Towards an Honest New Taipei City
The tagline below the city motto in the link below shows the word “honest”, hence my suggestion to use ”honest“ to match with the official tagline, despite the fact that there is the implication of 廉政 to mean a clean and corruption-free city.

Efforts by New Taipei city to promote clean government
Xinbei refers to the new name of the expanded Taipei city and is normally translated as New Taipei city, since Xinbei is really an administrative term for an area which has already existed, not a new place name.
