Ramsar Wetlands in Osaki-Tajiri
DESCRIPTION
In many parts of the world, waterfowl and rice farmers are longstanding competitors for lands
that were once wetlands and have now been replaced with rice production. The City of Osaki
(Miyagi Prefecture, Japan) made a departure from the old line of thinking that waterfowl and
rice farming interests could not be harmonised. Today Osaki-Tajiri may demonstrate a case
of an optimal multi-sectoral use of wetlands. The 1997 decision to restore abandoned rice
fields to natural wetland contributed to turning Kabukuri-numa, a 150 hectare freshwater
lake, into a more stable habitat for wild geese. This further led to winter-flooding of rice fields
for the mutual benefit of waterfowl and organic farmers. At the Ninth Conference of the
Contracting Parties to the Ramsar Convention (Ramsar COP9) in 2005, Kabukuri-numa and
259 hectares of surrounding rice paddies were designated as a Ramsar site.
OBJECTIVES
To equip the local community with competencies to (1) contribute to conservation and wise
use of Ramsar wetlands, (2) enhance the conservation value of rice paddies as replacement
habitat for wetland flora and fauna, and (3) recover the socio-ecological integrity and
enhance human well-being in the region.

MÔ TẢ CHƯƠNG TRÌNH
Tại nhiều nơi trên thế giới, khi nhắc đến đất đai thì các loài thủy cầm và nông dân vốn là những kẻ thù lâu đời của nhau. Những vùng đất vốn là vùng ngập nước dành cho các loài chim thiên nhiên nhưng giờ đây bị chuyển đổi thành đất canh tác lúa nước bởi con người. Thành phố Osaki (Miyagi Prefecture, Nhật Bản) từng cho rằng thật khó có thể hài hòa giữa lợi ích của những loài thủy cầm tự nhiên và của người nông dân. Tuy nhiên, giờ đây họ đã có thể bước ra khỏi suy nghĩ xưa cũ ấy. Ngày nay, người ta nhắc đến Osaki-Tajiri như một ví dụ điển hình về việc đa canh hiệu quả trên các vùng đầm lầy. Quyết định năm 1997 về việc khôi phục những cánh đồng bỏ hoang trở lại thành vùng nước ngập mặn tự nhiên đã góp phần làm thay đổi Kabukuri-numa. Hồ nước ngọt rộng 150 hecta này đã trở thành môi trường sinh sống ổn định cho loài ngỗng trời. Tuy nhiên, vì lợi ích chung của thủy cầm và người nông dân hữu cơ mà điều này tiếp đó cũng gây ra tình trạng ngập lụt suốt mùa đông tại các cánh đồng. MỤC TIÊU
Trang bị cho người dân địa phương năng lực (1) đóng góp vào quá trình bảo tồn và sử dụng hợp lý các vùng đất ngập nước Ramsar, (2) nâng cao giá trị bảo tồn của khu vực canh tác lúa nước như một môi trường sống thay thế cho các loài động thực vật nơi đây và (3) phục hồi sự toàn vẹn về sinh thái-xã hội và nâng cao đời sống vật chất, tinh thần cho người dân trong khu vực.
