I can't vouch for this translation, but it looks like it might be helpful.
Abstract of DE19729533 The invention relates to a method for the continuous production of a minimal stretch web which is open to diffusion. Said minimal stress web consists of a composite of a first hydrophobic synthetic fleece (9), said synthetic fleece consisting of melt-blown continuous filaments, and a second synthetic fleece or scrim, said second fleece forming a reinforcement layer (6, 7). The two fleeces (6, 7, 9) are fed into a flat bed laminating device (1), one on top of the other, in the form of a web. Here, the two fleeces (6, 7, 9) are bonded by means of applying flat pressure and temperature. The hydrophobic fleece (9) is subsequently extremely watertight as a result of receiving a skin, and vapour-permeable as a result of the remaining residual pores. In order to increase resistance to water pressure, the hydrophobic fleece (9) passes through a separate heating station (8) before passing through the flat bed laminating device (1). The skin with residual pores is formed in said heating station (8).

: Perhaps beside the point: 'fleece' looks like a mistranslation of Vlies, although strange things are often encountered in patent language.

Yes, that's why I said I couldn't vouch for the translation. Vlies is probably web or mat.
