I have been searching without success for an English equivalent to this term, which refers to steel standards for seismic-resistant buildings. I have not found 'reduced strength' in similar English texts. The closest term seems to be 'nominal strength'. Would this be equivalent?

It is basically based en American standards.
When they wrote it they introduced words used by Venezuelan engineers.
For example they translated "required strength" as "factores de mayoración".
They published a sort of lexicon explaining the meanings of technical words used in your context.
