Non-fiction about political issues in Perú. A woman is being tortured and she says: "Viva el Gobierno!" The target readers are American, but retaining a sense of the original Peruvian context is desirable. I am currently unable to make up my mind whether to use 'long live', 'hail', or any other option!

Viva el gobierno! (Long live the government!)

I would leave it in the original and put the 'long live' option as a translation in brackets.

'Viva...' will be recognisable to many many readers, and the translation in brackets clarifies exactly the meaning of the phrase. By leaving in the original you maintain the original tone and passion.
