En 1821, el Presidente Bernardino Rivadavia reglamentó el tejido urbano; se implementaron las ochavas, se diagramaron las avenidas y se crearon plazas públicas, el Cementerio de Recoleta y el proyecto para el Puerto Nuevo.

I know this term has something to do with city corners but not sure how to translate it... Thanks!

Ochava in Argentina... is usually taken to mean the chamfering of the corner building on a street, to improve visibility. This wikipedia photo shows a chamfered street corner, showing the chamfer on the sidewalk. File:Ponce Chamfered Street Corner.jpg
