Ladies and Gentlemen,
I am very pleased to be here with you today.
Since my first statement in this press room five months ago, we have worked a lot with President
Juncker, his team and all the services of the Commission, with President Tusk and his team, with
Member States, with the European Parliament, President Tajani and Guy Verhofstadt, and national
parliaments.
I and my team have met with representatives of business communities in each Member State, trade
unions and civil society. And we will continue.
Our hard work paid off: the result of our collective work is what happened last Saturday: the 27
leaders and the Presidents of the three institutions showing their unity by agreeing on clear guidelines
for the negotiation.
Today, the Commission proposes a recommendation that translates these guidelines into negotiation
directives. In line with the two-phase approach these directives are for the first phase of the
negotiations only.
Our recommendation shows where we want to land when we conclude the first phase of negotiations;
notably on citizens' rights, the financial settlement and the new external borders. I will pay great
attention to the situation in Ireland, and I will go to Ireland next week.
The UK must put a great deal of energy and effort into these three issues over the next weeks and
months. That will increase the chances of reaching a deal.
Some have created the illusion that Brexit would have no material impact on our lives or that
negotiations can be concluded quickly and painlessly.
This is not the case; we need sound solutions. We need legal precision and this will take time.

Now, a few words on the actual content of these negotiating directives.
1- Citizens' rights
This is our priority. There are over 4 million Europeans living in the UK or British citizens living in the
territory of the 27.
Our objective is clear: these men, these women, these families must be able to continue to live as they
are doing today, for the whole of their lives.
Who do we want to protect?
Not only those who are living or working today in the United Kingdom but also:
- those who have lived or worked there in the past;
- those who will be living or working there before the date of exit of the United Kingdom:
- their family members.
And what I've just said applies equally to British citizens who are living and working in one of the 27
countries of the European Union.
Which rights do we want to protect?
Not only the right of residence but also the rights that relate to:
- access to the labour market;
- access to education;
- access to healthcare;

- recognition of diplomas or qualifications.
All these rights must be protected and guaranteed on the basis of EU law, guaranteed by the Court of
Justice of the European Union.
2- The financial settlement
Our objective is clear – it was reaffirmed by the European Council on Saturday – the United Kingdom
must honour, under a single financial settlement covering all the financial relations between the EU and
the UK, all the commitments undertaken by it as a Member State of the Union.
- This is not a punishment or an exit tax.
- The EU and the UK undertook mutually to finance programmes and projects.
We decided on those programmes together. We benefit from them together. We are financing
them together.

This money has been committed in projects all over Europe. Thousands of authorities, businesses
and project promoters are involved. One can imagine – one ought to imagine – the political and
legal problems if these programmes had to be cut short or interrupted.

- We must settle the accounts. Nothing more and nothing less.
Once again: there is no punishment. There is no Brexit bill. The financial settlement is only about
settling the accounts.
Our objective throughout this first phase will be to reach agreement with the United Kingdom on a
rigorous methodology for calculating its obligations.
3. Governance
The agreement with the UK must provide for effective implementation and dispute settlement
mechanisms. Whenever EU law is concerned, for example with regard to citizens, we must rely in the
long term on the EU Court of Justice.
Otherwise, the rights established by the agreement, in particular for citizens, would be no more than
an illusory promise.
Ladies and Gentlemen,
These negotiations will be extraordinary. They are a source of concern for many citizens and many
organisations. We need to respond by being transparent.
This is why we are publishing today our recommendation for the Council's negotiation directives. We
will be transparent throughout the process.
Transparency can help sustaining the constructive public debate and in these negotiations which will be
in any case difficult. I think that the EU should always remain cool-headed and solution-oriented.
We should put all our efforts towards reaching a deal. This is a spirit in which I, with the trust of the
institutions and all Member States, will continue working.

The EU-27 is on track to make sure that the UK's withdrawal happens in an orderly fashion.
The UK's decision to leave the European Union has now caused ten months of uncertainty. We need to
remove that uncertainty. It is high time to start negotiating. As soon as the UK is ready to come to the
table, we shall start negotiating.
The clock is ticking.

Minhas Senhoras e meus Senhores,
É com muito prazer que me encontro aqui hoje convosco.
Desde que proferi as minhas primeiras declarações, precisamente nesta sala de imprensa, há cinco
meses, que temos trabalhado muito com o Presidente Juncker, a sua equipa e os restantes serviços da
Comissão, com o Presidente Donald Tusk e a sua equipa, com os Estados-Membros, com o Parlamento
Europeu, com o Presidente Antonio Tajani e com Guy Verhofstadt, assim como com os parlamentos
nacionais.
Juntamente com a minha equipa, reunimo-nos com representantes das comunidades empresariais em
cada Estado-Membro, assim como com os representantes dos sindicatos e da sociedade civil. Iremos
continuar a fazê-lo.
O nosso trabalho árduo teve a devida recompensa: o resultado desse esforço coletivo ficou evidente no
passado sábado, com os dirigentes dos 27 Estados-Membros e os presidentes das três instituições da
UE a mostrarem a sua união definindo orientações claras para as negociações.
A Comissão propôs hoje uma recomendação que traduz estas orientações em diretrizes de negociação.
Em consonância com a abordagem em duas fases, estas diretrizes aplicam-se apenas à primeira fase
das negociações.
A referida recomendação indica o ponto a que queremos chegar quando a primeira fase das
negociações estiver concluída, nomeadamente no que respeita aos direitos dos cidadãos, ao acordo
sobre os aspetos financeiros e às novas fronteiras externas. Estarei especialmente atento à situação na
Irlanda, que irei visitar já na próxima semana.
O Reino Unido tem de investir grande parte dos seus esforços nestas três questões ao longo das
próximas semanas e meses. Se o fizer, aumentará as possibilidades de chegarmos a um acordo.
Há quem tenha criado a ilusão de que o Brexit não terá consequências materiais nas nossas vidas ou
que as negociações podem ser concluídas rapidamente e sem dificuldades.
Tal não é o caso; precisamos de soluções sólidas. Precisamos de rigor jurídico e isso levará o seu
tempo.

Gostaria de deixar algumas palavras sobre o conteúdo efetivo destas diretrizes de negociação.
1- Direitos dos cidadãos
Os direitos dos cidadãos são a nossa prioridade. Existem mais de 4 milhões de Europeus a viver no
Reino Unido ou cidadãos britânicos a viver no território dos 27 Estados-membros.
O nosso objetivo é claro: estes homens, estas mulheres, estas famílias devem poder continuar a viver
como o fizeram até hoje, durante toda a sua vida.
Quem queremos nós proteger?
Não apenas aqueles que vivem ou trabalham atualmente no Reino Unido, mas também:
- aqueles que lá viveram ou trabalharam no passado;
- aqueles que lá estarão a trabalhar ou a residir à data da saída do Reino Unido da União Europeia;
- os seus familiares;
O que acabo de dizer aplica-se, da mesma forma, aos cidadãos britânicos que vivem e trabalham num
dos 27 países da União Europeia.
Que direitos queremos nós proteger?
Não só o direito de residência, mas também os direitos que incidem sobre:
- o acesso ao mercado de trabalho;
- o acesso à educação;
- o acesso aos cuidados de saúde;
- o reconhecimento dos diplomas e das qualificações.
Todos estes direitos devem ser protegidos e garantidos com base no direito da União, garantido pelo
Tribunal de Justiça da União Europeia.
2- Liquidação dos compromissos financeiros
O nosso objetivo é claro e foi reafirmado pelo Conselho Europeu no passado sábado: o Reino Unido
deve honrar todos os compromissos que assumiu enquanto Estado-Membro da União Europeia, no
âmbito de um acordo financeiro único que abranja todas as relações financeiras entre a UE e o Reino
Unido.
- Não se trata de um castigo ou da imposição de uma taxa pela saída da União Europeia.
- A UE e o Reino Unido comprometeram-se reciprocamente em financiar programas e projetos.
Juntos, tomámos decisões sobre esses programas. Juntos, beneficiamos desses programas.
Juntos, financiamos esses programas.

Estas verbas têm financiado projetos por toda a Europa. Há milhares de autoridades, empresas e
promotores de projetos envolvidos. Imaginem só – e temos de imaginá-lo – os problemas políticos
e jurídicos que poderiam surgir se esses programas tivessem que ser encurtados ou interrompidos.

- Temos de saldar as nossas contas. Nem mais, nem menos.
Gostaria de reafirmá-lo: não se trata de uma punição. Não existe qualquer «Brexit bill» ou conta a
pagar pelo Brexit. O acordo financeiro incide apenas sobre o acerto das contas.
Ao longo desta primeira fase, o nosso objetivo será chegarmos a acordo com o Reino Unido sobre uma
metodologia rigorosa para se calcular quais são as suas obrigações.
3. Governação
O acordo a celebrar com o Reino Unido deverá prever a sua execução efetiva e mecanismos de
resolução de litígios. Sempre que estiver em causa a legislação da UE, por exemplo no que diz respeito
aos cidadãos, teremos de contar, por muito tempo, com a jurisdição do Tribunal de Justiça da União
Europeia.
Caso contrário, os direitos previstos no acordo, nomeadamente os direitos dos cidadãos, não passarão
de uma mera ilusão.

Minhas Senhoras e meus Senhores,
Trata-se de negociações extraordinárias e que são uma fonte de preocupação para muitos cidadãos e
organizações. Precisamos de responder com transparência.
É por esse motivo que decidimos publicar hoje a nossa recomendação de diretrizes de negociação do
Conselho. Iremos agir com transparência ao longo de todo o processo.
A transparência será uma forma de manter um debate público construtivo, particularmente durante
estas negociações, já por si, tão difíceis. Penso que a UE deve manter sempre a cabeça fria e focada
em encontrar soluções.
Temos de canalizar todos os nossos esforços para chegar a um acordo. É nesse espírito que pretendo
prosseguir os meus esforços, com o voto de confiança das instituições e de todos os Estados-Membros.

On 1 March 2017, the European Commission
published its White Paper on the future of Europe
as the starting point for an honest and wideranging
debate on tomorrow’s Europe. To further
contribute to this debate, the Commission is
presenting a number of reflection papers on key
topics that will shape Europe in the years to come.
This paper — the final one in the series — focuses
on the finances of a future Europe of 27 in a
changing world. It takes into account the ideas
presented in the previous four reflection papers. It
presents possibilities and reform options, mapping
out opportunities, risks and trade-offs for each.
At around 1 % of the combined gross national
income (GNI) of its Member States, the EU
budget is relatively small. For every €100 earned,
European citizens pay an average of €50 each in
taxes and social contributions, only €1 of which
goes towards funding the EU budget.
For less than the price of a cup of coffee a day,
Europeans fund an EU budget that manages a
wide range of issues that go beyond national
borders and necessitate a European or international
response. From climate and energy, to migration,
consumer protection, globalisation, employment,
the single market and the common currency, the
budget contributes to the prosperity of EU citizens
and the success of common policies. Experience
has shown that even a modest budget at European
level can have a major impact on the ground.
Many Europeans have first-hand experience of
projects funded by the European Union. Students
and young professionals study abroad thanks
to the Erasmus programme, farmers receive
support from the common agricultural policy and
researchers and universities benefit from EU grants
to further their work. Thanks to investment under
cohesion policy and other instruments, the EU helps
countries, regions, and cities to improve the quality
of life of their citizens. It invests in public transport,
water or digital infrastructure, as well as in the
health and education sectors. It supports vocational
training, small and medium-sized enterprises and
innovation.
At the same time, a variety of new challenges
have arisen since the current budget was designed.
The refugee crisis, security concerns, cyberthreats
and terrorism as well as defence require pan-
European responses. The pressure created by
these competing demands on finite resources has
underscored the urgent need to reflect on what kind
of budget is needed for the Europe of the future.
The withdrawal of the United Kingdom will signify
the loss of an important partner and contributor
to the financing of EU policies and programmes.
However, it also presents an opportunity for a
vital discussion about the modernisation of the
EU budget. At the heart of this debate are some
fundamental and interrelated questions.
What should the EU budget be used for? How can
we make the very most of every euro to ensure
that EU spending delivers tangible results for its
citizens? What can spending at EU level achieve
that spending at national level cannot? How can
policies and programmes be made simpler and
more transparent? And now is also the time to ask
how the EU budget should be financed to ensure it
has the resources it needs to meet the expectations
of Europeans.
Economic strength, sustainability, solidarity and
security must be the focal points for the EU
finances of the future. And while we know that the
EU budget cannot do everything on its own, a welldesigned
budget focused squarely on supporting
those priorities can make a real difference to
people’s lives and help restore trust in the EU’s
added value.
Our reflection paper focuses on all these issues. For
tomorrow’s Europe and each of its citizens.

A 1 de março de 2017, a Comissão Europeia publicou
o seu livro branco sobre o futuro da Europa como
ponto de partida para um debate franco e amplo
sobre a Europa de amanhã. A fim de reforçar o seu
contributo para este debate, a Comissão Europeia
apresenta uma série de documentos de reflexão
sobre temas essenciais que serão determinantes para
a Europa nos próximos anos.
O presente documento ― o último desta série ―
centra-se nas finanças da futura «Europa dos 27»
num mundo em mudança, tem em conta as ideias
apresentadas nos documentos de reflexão anteriores
e apresenta possibilidades e opções de reforma,
fazendo um levantamento das oportunidades, dos
riscos e dos compromissos para cada uma.
Representando cerca de 1% do rendimento nacional
bruto (RNB) conjunto dos Estados-Membros, o
orçamento da UE é relativamente pequeno. Por cada
100 euros ganhos, cada cidadão europeu paga uma
média de 50 euros em impostos e contribuições
sociais, dos quais apenas 1 euro se destina a
financiar o orçamento da UE.
Por menos do que o custo de um café por dia, os
cidadãos europeus financiam um orçamento da
UE que abrange um vasto leque de questões que
ultrapassam as fronteiras nacionais e exigem uma
resposta a nível europeu ou internacional. Desde a
ação climática e a energia à migração, passando pela
defesa do consumidor, a globalização, o emprego,
o mercado único e a moeda comum, o orçamento
contribui para a prosperidade dos cidadãos europeus
e o êxito das políticas comuns. A experiência tem
demonstrado que mesmo um orçamento modesto
a nível europeu pode ter um impacto importante
no terreno.
Muitos europeus têm contacto direto com projetos
financiados pela União Europeia. Os estudantes
e os jovens profissionais estudam fora graças ao
programa Erasmus, os agricultores recebem apoios
da política agrícola comum, e os investigadores e as
universidades beneficiam de bolsas da União para
continuarem o seu trabalho. Graças ao investimento
realizado ao abrigo da política de coesão e de outros
instrumentos, a União Europeia ajuda os países,
as regiões e as cidades a melhorar a qualidade de
vida dos seus cidadãos, investe nos setores dos
transportes públicos, dos recursos hídricos e das
infraestruturas digitais, bem como na saúde e na
educação, e presta apoio à formação profissional, às
pequenas e médias empresas e à inovação.
Simultaneamente, desde a conceção do orçamento
atual já surgiram vários desafios novos. A crise
dos refugiados, as preocupações de segurança, as
ciberameaças, o terrorismo e a defesa devem ser
abordados a nível pan-europeu. A pressão provocada
por estas exigências múltiplas face a recursos
limitados tem realçado a necessidade urgente de
refletir sobre o tipo de orçamento de que a Europa do
futuro precisa.
A retirada do Reino Unido constituirá a perda
de um parceiro e contribuinte importante para
o financiamento das políticas e programas da
União Europeia. Contudo, representa também uma
oportunidade para um debate essencial sobre
a modernização do orçamento da UE. No centro
deste debate estão algumas questões fundamentais
e inter-relacionadas:
No que deve ser aplicado o orçamento da UE? Como
é que podemos tirar o máximo partido possível de
cada cêntimo de modo a assegurar que as despesas
da União produzem resultados concretos para os
seus cidadãos? Que resultados podem ser alcançados
através das despesas da União Europeia que não
podem ser obtidos através das despesas nacionais?
Como podemos tornar as políticas e programas
mais simples e transparentes? Este é também
o momento para perguntar: como deve ser financiado
o orçamento da UE de forma a assegurar que tem os
recursos necessários para satisfazer as expectativas
dos europeus?
Poder económico, sustentabilidade, solidariedade
e segurança devem constituir os pontos centrais
das futuras finanças da União. Apesar de estarmos
cientes de que, por si só, o orçamento da UE não
consegue fazer tudo, um orçamento bem concebido
e centrado essencialmente no apoio destas
prioridades pode fazer uma diferença efetiva na vida
dos cidadãos e ajudar a recuperar a confiança no
valor acrescentado da União Europeia.
O presente documento de reflexão centra-se em
todas essas questões, pensando na Europa de
amanhã e em cada um dos seus cidadãos.

THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Council Regulation (EC) No 881/2002 of 27 May 2002 imposing certain specific restrictive measures directed against certain persons and entities associated with the ISIL (Da'esh) and Al-Qaida organisations (1), and in particular Article 7(1)(a) and Article 7a(5) thereof,
Whereas:

Annex I to Regulation (EC) No 881/2002 lists the persons, groups and entities covered by the freezing of funds and economic resources under that Regulation.
(2)
On 28 April 2017 and 1 May 2017, the Sanctions Committee of the United Nations Security Council decided to remove three natural persons from its list of persons, groups and entities to whom the freezing of funds and economic resources should apply. Annex I to Regulation (EC) No 881/2002 should therefore be amended accordingly,
HAS ADOPTED THIS REGULATION:
Article 1
Annex I to Regulation (EC) No 881/2002 is amended in accordance with the Annex to this Regulation.
Article 2
This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.

A COMISSÃO EUROPEIA,
Tendo em conta o Tratado sobre o Funcionamento da União Europeia,
Tendo em conta o Regulamento (CE) n.o 881/2002 do Conselho, de 27 de maio de 2002, que impõe certas medidas restritivas específicas contra determinadas pessoas e entidades associadas às organizações EIIL (Daexe) e Alcaida (1), nomeadamente o artigo 7.o, n.o 1, alínea a), e o artigo 7.o-A, n.o 5,
Considerando o seguinte:

O anexo I do Regulamento (CE) n.o 881/2002 contém a lista das pessoas, grupos e entidades abrangidos pelo congelamento de fundos e de recursos económicos previsto nesse regulamento.

Em 28 de abril de 2017 e 1 de maio de 2017, o Comité de Sanções do Conselho de Segurança das Nações Unidas decidiu eliminar os nomes de três pessoas singulares da sua lista de pessoas, grupos e entidades a que é aplicável o congelamento de fundos e de recursos económicos. O anexo I do Regulamento (CE) n.o 881/2002 deve, por conseguinte, ser alterado em conformidade,
ADOTOU O PRESENTE REGULAMENTO:

O anexo I do Regulamento (CE) n.o 881/2002 é alterado em conformidade com o anexo do presente regulamento.
Artigo 2.o
O presente regulamento entra em vigor no dia seguinte ao da sua publicação no Jornal Oficial da União Europeia.
O presente regulamento é obrigatório em todos os seus elementos e diretamente aplicável em todos os Estados-Membros.

I am a Communications professional who has found in Translation its main passion.
