You should personally build close relationships with the senior people, who you will need to dig you out of a hole if their system, service or staff let you down. Get to know them when things are going well, so when you make that call you know what makes them tick.

IMHO, 'make that call' here does not necessarily mean 'givng someone a call' but 'when you are in trouble and ask for help'.
