At its meeting on January 25, 2020, the Standing Committee of the Political Bureau of the CPC Central Committee concluded that leading officials at all levels of Party committees and governments, especially major ones, should stick to their posts and command ahead, withstood the test of epidemic prevention and control. They must go deep into the front line, fulfill their responsibilities by giving timely guidance, closely monitoring the situation and taking prompt actions.
In February 10th, the novel coronavirus pneumonia epidemic prevention and control research and guidance work meeting once again underlined that leaders of all levels should heighten their political responsibility as they take action on the front line to fight against COVID-19.
This is a mobilization order, also a declaration and above all, a military order. This is a severe and complex anti-epidemic battle for all leading officials. This is a great time when not only the political consciousness to think in big-picture terms but also the fundamental purpose of the Party bear in mind and the sincerity of pure motives to serve the people are tested. As a "key minority", leading cadres at all levels should take initiative actions and play a key role on building a grass-roots prevention and control fort to combat the novel coronavirus. In order to fight and win the nation’s war on the epidemic, every institution must not shirk their duties. Those malfeasants must to be held accountable and the lawbreakers have to be brought to justice.
Practice proves that, whether China can win the interdiction war for epidemic prevention and control depends on the governance ability of leading cadres. As the key factor, they must have the corresponding crisis handling ability, resource scheduling ability, social management ability and public opinion guidance ability.
2. Party flag wave in the front line
In China, a Party member is a flag and a Party branch is a fortress. On January 27, 2020, the Party Central Committee issued an important instruction to let the party flag fly high in the front line of the fight against the epidemic. This strict order strongly mobilized all Party members and officials to work hard in the front line within the fight against the epidemic, resolutely curb the spread of the epidemic and make every effort to maintain the overall social stability and safeguard the happiness and health of the people.
Party committees at all levels must be led, commanded and acted in a unified way during epidemic prevention and control process, therefore the party flag can flutter high in the front line. They must boost awareness of the need to maintain political integrity, think in big-picture terms, follow the CPC central leadership core, and keep in alignment; strengthen their confidence in the path, theory, system, and culture of socialism with Chinese characteristics; resolutely uphold the General Secretary’s core position on the CPC Central Committee and in the Party as a whole, and resolutely uphold the CPC Central Committee’s authority and its centralized, unified leadership. They must unify their thinking and actions by following the guiding principles of the meeting of the Standing Committee of the Political Bureau and fully implemented all major policies and plans made by the Party Central Committee with Comrade Xi Jinping at its core.
The role of party branches as fighting bastion and the role of party members’ exemplary vanguard should be sufficiently leveraged and the general requirement for the whole nation to be united, take science-based and targeted measures against the epidemic, and have confidence in conquering the virus should be fully implemented.
3. Race against time and disease
The Standing Committee of the Political Bureau of the CPC Central Committee at its meeting on February 3 underscored that we should race against the time to outrun the epidemic, gain the initiative to win the war, and effectively curb its spread. This echoes the CPC’s principle of taking the interests of the people above everything else. It also instills the unwavering confidence in fighting against time and disease.
Time is life. Fighting the epidemic is a race against time. Under the strong leadership of the CPC Central Committee, Party cadres stormed ahead, medical staff rushed day and night, the builders of Huoshenshan hospital and Leishenshan hospital fought selflessly, and hundreds of millions of Chinese people took action to gather a strong fighting force. Every tiny victory in this war without smoke base on those people who fighting bravery against the epidemic and frantically seizing every minute and second.
The epidemic is the devil. To defeat the epidemic is to win the battle with the devil. Strong courage and powerful strength should be showed to eliminate anywhere that the devil can hide in. The epidemic will be defeated with the support of science and technology which is making new progress in the research and development of new coronavirus vaccine, as the people's war of epidemic prevention and control have been started, people should fight and stick together to getting over it. Party committees and governments at all levels should fight against the virus with competent abilities. They should go deep into the front line of prevention and control, resolve the striking problems vigorously exclude the difficulty for the masses in time and strongly boost the implementation of all epidemic prevention and control.
4. Ways concerns the safety, the stability and the society
The Standing Committee of the Political Bureau of the CPC Central Committee emphasized at its meeting on February 3 that epidemic prevention and control directly concerns the safety and health of the people, the overall stability of the economy and society, and the country’s opening up to the outside world.

No effort shall be spared to treat the patients and the supply of medical protective equipment must be ensured by governments at all levels. Epidemic prevention and control directly concerns the overall stability of the economy and society. As the nation is fighting the epidemic, Party committees and governments at all levels have to continuously making efforts to attain the objectives for economic and social development for the 2020, and maintain social stability and orderly production. While strengthen epidemic prevention and control, City mayors must earnestly fulfill their responsibility of guaranteeing the people’s “vegetable basket” (non-grain food supply), actively organize the production of vegetables and other non-staple food, coordinate the allocation of materials and market supply. It is necessary to ensure the production, distribution and supply of staple and non-staple food, and the supply of vegetables, meat, eggs, milk, grain and other daily necessities for residents.
Epidemic prevention and control directly concerns the country’s opening up to the outside world. China have to give priority to ensuring the leading enterprises and key links that have an important influence in the global supply chain can restore their production supply and maintain the stability of the global supply chain. Only when the Chinese industrial enterprises which standing on the core nodes of the global supply chain could operate in time and the Chinese machines work in order that would the global supply chain remain stable.

原文文本 - English英语 September is more than a month, really; it is a season, an achievement in itself. It begins with August's leftovers and it ends with October's preparations, but along the way it achieves special satisfactions. After summer's heat and haste, the year consolidates itself. Deliberate September--in its own time and tempo-begins to sum up another summer.
Some of the rarest days of the year come in the September season--days when it is comfortably cold but pulsing with life, when the sky is clear and clean, the air crisp, the wind free of dust. Meadows still smell of hay and the sweetness of cut grass. September flowers are less varied than those of May but so abundant that they make September another flowery month.
By September’s end, the year’s season has run its course. Nature begins to prepare for winter. After the color in the woodlands, the leaves will blanket the soil. The litter of autumn will become mulch, then humus for root and tender seed. The urgency of growth is ended for another year, but life itself is hoarded in root and bulb and seed and egg.
