Most regulations don't specify particular solutions. The language is purposefully kept vague to account for new electronic messaging platforms and advances in information security technology. purposeful = determined and having a clear purpose 坚决的;果断的 eg a purposeful stride 坚定的脚步 (!)
purposely is OK = intentionally 故意的 eg He purposely left the letter lying around. 他故意把信随处放.
to account for = to give an explanation or reason for something 解释谋事;说明理由 eg He can\'t account for his mistake. 他无法解释他的错误. How do you account for the fact that you\'ve arrived late every day this week.你怎么解释本周每天都迟到? ]
