我的印象，centre of excellence 出现于90年代中后期，最早在美国，然后普遍用于联合国系统，译成“高级人才中心”。 其本意是best or quality expertise, 指专门知识或人才。用于科研机构，译为“高级研究中心”为宜，用于技术研究机构，则译为“高级研发中心”为宜。近年来国内出现“优秀中心”或“卓越中心\'的译法，比较含糊， 但概刮性强。这就看你如何选择了 ！！！
