Of course not. That would not make any sense, and the client ought to be smart enough to figure that out themselves.

If a client were to tell me e.g. that 100% matches should only be checked if the translator had edited them, or that 100% matches should only be QA'ed but not actually proofread, then I suppose I would be willing to do that (and give a discount), if it is reasonably simple to separate these sets of segments into separate subtasks within the CAT tool.

If a client were to ask me to give discounts for fuzzy matches, I would only be willing to do that if (a) the CAT tool somehow shows not only the source text differences but also the target text differences and (b) the translator was told specifically to make only necessary edits and (c) it's not my responsibility to check whether the fuzzy match's existing translation was actually correct (i.e. the client trusts his TM completely). But as far as I know, no CAT tool shows both source and target text differences for fuzzy matches. Some CAT tools do have a "tracked changes" feature that one might be able to hack into detecting target text differences, but to warrant a discount it must be simple to create a file or view that shows those differences and easy to use with the existing text. And AFAIK this doesn't exist.

Proofreading assignments are charged by the hour only. Unless the segments based on TM's is highlighted and should be completely ignored - which a customer surely wouldn't want -, reading takes time and should be paid for.

When you review a text, you have to review everything, even (or specially) 100% matches, so no, no discounts based on repetitions should be applied.
