Preface
In the leadership of the CPC Shanghai Municipal Committee and organized by the Shanghai Municipal government, the correlated organizations, departments,districts and counties jointly compile this Eleventh Five-year Plan for Shanghai’s National Economy and Social Development in accordance with the requirement by the CPC Central Committee and the State Council to build Shanghai into a comprehensively well-off society and take the lead in basically realizing modernization, comprehensively implementing the scientific development concept. This Plan is of great significance in the in-depth implementation of the main strategy of revitalizing the City through science and technology to accelerate the building of international economic, financial, trade, shipping centers, and a modern socialist international metropolis .
The Eleventh Five-year Plan for Shanghai’s National Economy and Social Development (hereinafter referred to as the "Plan") is compiled and formulated according to the "CPC Central Committee’s Suggestions on Compling the Eleventh Five-year Plan for National Economy and Social Development" and the " CPC Shanghai Municipal Committee’s Suggestions on compiling the Eleventh Five-year Plan for Shanghai’s National Economy and Social Development” .The Plan is the City's economic and social development strategic, programmatic and comprehensive master plan during the Eleventh Five-year Plan period ;it is the important basis for the government to fulfil its important duties of economic regulation, market supervision, social management and public services ;it is the important basis for compiling and implementing various special plannings for the City’s national economy and social development, district and county plannings, annual plans and the formulation of relevant policies.
The Plan is compiled and formulated under the "State Council’s Several Suggestions on Strengthening the Formulation Work of National Economy and Social Development Plan " ([2005] State Enact 33). During the Plan compiling, we organize the assessment of the implementation of the "Tenth Five-Year Plan" , carry out researches and consultation on the major issues concerning“Tenth Five-year Plan”and adopt research fruits from various special plannings and district and county planning studies, listen to and accept views and recommendations from experts,scholars and all walks in society, and accord with the national and provincial and municipal plannings for reference.
The Plan is approved and enacted by the Fourth Meeting of the Twelfth Shanghai Municipal People's Congress.
