According to Moynihan, all the technology is already in place and he says that five carriers worldwide have implemented service and quality management systems, among them Vodafone Germany, which has its solution from Agilent. Other observers are more sceptical. “There is nothing available yet that will give the operators a real, tight picture of the end user experience. What they do at the moment is to get KPIs from different parts of the network and then try to analyse the data in the context of a service — which is complex,” argues Harthoorn. Chapman, too, believes that the specifics of offering a mobile data SLA are tricky. “They are in a better position with voice, at least they can track what is going on,” he says, pointing out that a lot of the functionality needed to support voice SLAs is already built into mobile switches. “It think it is more a commitment decision on whether they want to step up to mobile voice SLAs,” says Chapman.

把 … 揽上身
I like to use the word context here. The original text states that it is more a commitment decision. "step up to" should be interpreted as "to take on more responsibilites" instead of "to increase something" given the context. So I suggest 把 … 揽上身
