The procedure of registering the discovery, and on that basis, obtaining a production license is a routine procedure and its almost {automatic}.
I knew the meaning, but couldn't find the Chinese word for it. Also, I would rather not use 自动的。

这个automatic，不是指procedures 的[自动完成的]或[自动处理]的，而是指obtaining a production license 是必然获得批准的，只不过是程序上需要申请而已。具体表达方式，因人而异。
