It 'counts down' if you add a comment Mar 5, 2021

As you write a comment, you can see how many characters you have left, so you have to keep your comment reasonably short!
There is more space, although that too is limited, in the discussion area, and that is where longer comments belong.

A brief explanation is required if you disagree, but you can leave the space blank if you simply agree and there is nothing more to add.

Yes, as Claire Bourneton-Gerlach has mentioned, it is the number of characters you are allowed to write in a comment/justification either regarding your agreement, disagreement, or neutral options.
