In Thailand, expenses on translation for courts depend on each translator. I made a rubber stamp saying

"Certified True and Correct Translation"

I rarely bill to clients on certification but I seriously inquire for the reason for objective of such certification.
(The court system in my country is far behind active translation standards)

I am a certified translation in Poland. There is practically no separate price for certification alone. The customer orders either a certified or 'normal' translation and that's all. Of course sometimes people want to certify somebody's/his/her own translation but I usually don't accept such jobs. The price is irrelevant as you didn't specify the country.

That actual final act of certifying is a matter of pressing a stamp on each page, with date and signature added. It does take extra time so when asked for additional copies there is indeed an extra charge. But the real factor of certification is that the certifying translator has the ability and qualifications, and also takes the time and care to produce the quality and correctness that the certification implies. Meanwhile: When we do work for agencies, we usually never get the name of their end client. So it once happened that an agency's former end client hired me for another translation, and I only found out when they came to pick up the translation that the client had previously hired that agency for a translation that got assigned to me. In conversation the client told me that the agency had charged them an extra $40 for certification. I had not billed the agency extra, but they billed the client. This is my certification, using my stamp, the use of which I earned by passing the exam and paying an annual fee to my organization to remain "in good standing". ---- Anyway, that is the first time the thought crossed my mind about whether we should charge extra for certification. (I still don't).

Fraction of translation cost May 18, 2016

If you are certifying the correctness of translation already done, you may charge a fraction of what you would charge for translation of that document. You will be checking the translation against the source text so it is like proofreading plus certification.
If you are certifying you own translation, then you may come up with different price list for certified vs regular translation.

If you certify your own work, yes.
But if you are certifying somebody's else work, you have to double check it.
