Yes you have got the right to do so but I am eager to know: Did you see any positive change in your clients'/ agencies' attitude after posting the three phases in your cover letter?
I am hoping so...

This article hits the nail on its head!

I do offer proofreading and editing services at a fixed hourly rate. Therefore, the quality of the translation doesn't affect me that much in regards to my earnings vs. the time spent on the corrections and/or reqrites.

Proofreading and editing job should always be charged by the hour. Then it doesn't matter whether you spend 1 or 5 hours with a job because you will get your hourly rate. Perhaps then some outsourcers, definately

Perhaps then some outsourcers, definately not all!, might pay the translator a decent rate and, in turn, are then in the position to expect a flawless translation.
