Thank you, Dr. Bin Li. The original expression sounds a bit awkward. I read "criminal drug statute" to mean "criminal statute governing drugs,"
and translate "drug" into 葯物, which has a wider meaning than 毒品 and includes chemical compounds that under the criminal statutes of some states may not be considered "narcotics" but are nevertheless subject to certain legal restrictions in their use and/or sale. "Conviction" means literally "a judgment or sentence based on the jury's verdict that the accused is quilty as charged." In Chinese, it is a 有罪判決. For simplicity, I am using 被判刑. Dr. Bin Li's 定罪 means the same thing, but is a less commonly used expression in Chinese legal profession.

In considering of the context, I decide to translate it as “违反毒品刑事法令的定罪”. I choose the word “毒品”, because the main idea of my document is “ drugs free working place”, so the word drugs here means mainly narcotics substances although its definition includes prescription medications without a valid prescription that may be translated into “药品” otherwise.
Many thanks also to Bin Li and Summit, their explanations and suggestions are very helpful too. I take the word “定罪” from Bin Li because of wording considerations.

In US, may be other countries, the court's judgment (sentence) either base on Common or statutory law.
Coomon law is (in England) : 自由心證 where each judge can has he/she's own discretion.
Statutory is: based on 明文公佈法律來量罪定刑
In one word, if one is committed of statutory's offense, forget about it,
no need to hire any attorney except when one's plea is "not quilty" sir. No bargaining, negotiation... You knows what, since it's statutory: mandatory...
so sad.
