"up to eyeballs" is used to emphasize someone is in an undesirable state to a very great degree. I can understand the meaning, but how to translate this sentence, possibly still able to relate to "eyeball" or the like in Chinese?

还得看上下文,现在焦头烂额在形容“忙”的时候似乎更侧重于讲它的程度了。

(在------方面)忙过了头

up to one's eyeballs/ears/eyes in sth.是指“to have too much of something, especially work”往往带有贬义,指在---方面做过了头,或本没有必要做到这种程度。带有一点舍本逐末的意味。
在“is up to his eyeballs in contingency plans”中,可以理解为“在contingency plans"上 做/忙 过了头。
