Chose "outstanding" over other possibilities because 傑 has strong heroic connotations.

不是杰出者才做梦 = 所有人都做梦 或也可为 不是做梦就能成为杰出者。后者与后半句矛盾，所以前者比较合理。除非作者的重点在“善于”，个人认为这种可能很小。
是善于做梦者才杰出 = 不善于做梦就不能杰出 或 杰出的都是善于做梦者。个人认为前者可能较大。
上半句是说，“做梦” 不是“杰出者” 的特征
下半句是说， “善于做梦” 是 “杰出” 的先决条件，因为善于做梦所以才杰出
